Fresh guidelines on Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013

Fresh guidelines on Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 issued by DoPT

The Minister for Women and Child Development, Smt. Maneka Sanjay Gandhi, had held a review meeting on implementation of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 on 26.10.2016. During the meeting, some cases of sexual harassment pending with certain ministries/ departments were also examined. On the basis of the discussions, it was decided that DoPT will issue fresh instructions so that some of the issues can be suitably addressed.

1. Why is this Scheme introduced?

The incidence of fake Indian currency notes in higher denomination has increased. For ordinary persons, the fake notes look similar to genuine notes, even though no security feature has been copied. The fake notes are used for antinational and illegal activities. High denomination notes have been misused by terrorists and for hoarding black money. India remains a cash based economy hence the circulation of Fake Indian Currency Notes continues to be a menace. In order to contain the rising incidence of fake notes and black money, the scheme to withdraw has been introduced.

Submit tax saving proofs to your employer to prevent excess TDS




With your company's accounts department knocking on your door to submit income-tax saving proofs, it's time for you to gather all the relevant papers in one place. 

Since April 2016, the department would have been computing taxes on your salary based on the proposed investment declaration submitted by you earlier. 

The taxes deducted at source (TDS) are covered under Section 192 of the Income-tax Act, 1961 making it the obligation of the employer to withhold taxes at the time of payment of salaries. 

Once the actual proof is submitted, the accounts department will compute the taxes based on the proofs of the actual investments made by you. And for that you will have to furnish the documentary evidence of having actually made the investments as per the investment declaration made earlier You can make tax-saving investments different from those declared by you earlier but the deduction from taxable income will be given only on the basis of the actuals submitted and not on the basis of the proposed declaration made earlier. 


The last date for such submissions varies, but most organisations would expect you to submit them by March 10, 2017. However, employers start asking for them in January (in this case Jan 2017) itself as they would like to start deducting tax at source on the basis of tax calculations based on actual investments from January.. This will also enable the employee to finalise tax adjustments, if any, in the balance months of the current financial year (2016-17).If taxes have been deducted in excess or less, accordingly, they will get deducted in the last 3 months of the FY. Do not wait till March as then there wont be any scope for finalising and one could see a huge tax burden in that month and less of take-home pay. 

The documents need not be attached or sent to Income-tax Department at the time of tax filing. Instead, it's the employer who has to receive them from employees and deduct tax accordingly. 


At times it is found that after taking into account the tax saving investments/expenditures, the tax already deducted by one's employer is in excess and cannot be adjusted in subsequent months. In such cases the excess TDS will reflect in the Form 16 and the refund will have to be claimed by you from the I-T Department by filing the appropriate income tax return. 

The important tax saving investment/expenditure proofs include 

Investments - Under Section 80C 

When it comes to investments such as Equity Linked Savings Schemes (ELSS) of mutual funds (MFs), life insurance, submit the ELSS fund statement, premium paid receipts respectively. For Public Provident Fund (PPF), if it is maintained with a bank or a post office, submit photocopies of the passbook showing all the transactions and the account details.In case of Sukanya Samriddhi Scheme and 5-year tax saving fixed deposit, the deposit receipt or a certificate from the bank has to be submitted to the employer. 

Tuition fees 

In case of tuition fees, submit photocopies of the school receipt carrying the schools' seal and signature of the receiver. 

First-time home buyers 

For the current financial year, Section 80EE allows tax benefits for first-time home buyers under which the benefit can be claimed on home loan interest. This deduction is over and above the Rs 2 lakh limit under Section 24 of the Income-tax Act. Hard copies of all the relevant documents have to be submitted. 

House Rent Allowance Exemption 

For those who claim HRA relief, the Permanent Account Number (PAN) of the landlord is mandatory. This condition is not applicable for those whose rent payment is less than or equal to Rs 1 lakh per annum, i.e., Rs 8,333 per month. 

A copy of the lease rent agreement or declaration by the landlord in a prescribed format is to be submitted. Further, ownership proof of landlord of rented premises, which can be house tax receipt or the latest electricity bill or share certificate in case of co-operative society houses have to be submitted. The original rent receipts for the period April 2016 till date have to be provided. 

Housing loan repayment (principal) 

The certificate from a financial institution specifying the principal paid during April 2016 to March 2017 needs to be submitted. Ask the institution to mention the provisional amount for the last 2-3 months of the current financial year as equated monthly instalments (EMIs) would still be pending. 

Loss from housing property - interest on housing loan - self occupied 

The interest certificate from the bank or financial institution, specifying the break-up of interest and the principal amount for FY 2016-17 would be required. Possession/construction completion certificate are a must for availing the relief by some employers. Further, the date of loan taken and the date of possession are mandatory to avail the benefit. 

Loss from housing property - interest on housing loan - let out on rent 

If the house for which loan has been availed is let out, the same should be submitted with certificate from a financial institution specifying principal and interest paid during April 2016 to March 2017 (FY 2016-17). 

New Pension Scheme (NPS) 

There is no need to submit proof of actual Investments in case the investments in NPS is through Corporate Model or Employee Model as the same are recovered and deposited by company in your PRAN (Permanent Retirement Account Number) account. However, if you have opted for investment of Rs 50,000 under NPS on your own, i.e., outside salary, then submission of copies of PRAN card, NPS Transaction Statement for Tier 1 Account is necessary. 

Mediclaim premium 

Call up the insurer and ask him to send the statement for tax purpose under Section 80D. The premium should not be paid by cash and should be paid by cheque or digital transfer from the bank account. 

Conclusion 

It's better to get a confirmation on the actual requirement from your accounts department. Not all will be asking for all the above mentioned documents, while few others might have their own set of requirements. The documents, if not submitted within time, may make you end up with excess TDS which would have to be claimed as refund. Also, as a precaution, retain the original copies for personal income-tax assessment.

What are the Products and Services of IPPB or India Post Payment Bank



IPPB is a public limited company under the Department of Posts with an independent Board of Directors. It will be headed by a Managing Director and CEO, and will set up a corporate head quarter and up to 650 branches to manage its functions on a day to day basis.

1. IPPB Payment Services

IPPB will drive the benefits of financial inclusion by bringing a host of financial products to suit the needs of different strata of society with special focus on the marginalized sections and citizens in rural areas. In so doing it will also provide the following proposed services: 

  • Direct Benefits transfer (DBT) of social security payments of various Ministries. 
  • Utility bill payments for electricity, water, telephone, gas etc.
  • Facilitate payments of various Central and State Govt& Municipal dues, taxes and fees/taxes of various Universities/ educational institution.
  • Person to person remittances both domestic and cross-border. Special focus will be on providing, economical, safe and convenient money transfer facilities to migrant labourers, NRIs remitting money to relatives, institutions etc.
  • Demand Deposits (Current account and Savings Account)- with special focus on MSMEs, small entrepreneurs, village panchayats & SHGs.
  • Distribution of third party financial products such as Insurance (health & general), mutual funds and pension products.
  • Access to formal credit products by acting as BCs of banks & MFIs.
Product innovation will be a continuous exercise to expand the bouquet of services adapting to the evolving needs of its customers and the rapid advancements in communication and payments technologies.

2. IPPB Banking Services

Apart from savings account with up to INR 1,00,000 in deposit, the products offered by IPPB are different from POSB products. POSB savings accounts do not have any limit unlike payments bank savings account. On the other hand, payments banks, can offer current accounts for use by businesses and institutions whereas POSB does not offer these accounts. Other kinds of deposits under POSB are unique to it and will not be on offer by the payments bank. The purpose of the savings accounts and current accounts of IPPB is to facilitate flow of money and payments of different kinds from Government to Citizen, Citizen to Government, Citizen to Citizen, Citizen to Businesses and Businesses to Citizens whereas the POSB accounts are mainly savings instruments.

Apart from the existing customers of the DoP, IPPB will focus on the underbanked and unbanked population in different parts of the country. It will also try to target services for MSMEs, senior citizens, students, migrant population, low income households, unorganized sector and other groups with special service requirements. In addition to its own products, the payments bank will partner with third parties to offer a wide range of financial and banking services to cater to the needs of its target segments.

The customers will have the choice of the amount they want to leave in their IPPB account at any point of time and they will earn interest on their money in these accounts also. They would be able to channel money from their IPPB accounts to any of the POSB schemes. For example, an IPPB customer will be able to use money in his account to open and service a RD/ TD/ SSY or any other POSB account. Thus, both IPPB and POSB can synergistically serve the customers.

7th Pay Commission: Demonetisation a blessing in disguise for central government employees

New Delhi, Dec 27: Central government employees, who have been waiting for higher allowances as the recommendations of the 7th Pay Commission, should not be worried as the government will be in a position to implement the 7th CPC recommendations, thanks to demonetisation. The demonetisation of old Rs 500 and Rs 1000 currency notes that caused cash shortage has made central government employees little anxious, but report by BofA Merrill Lynch Global Research and statement of Reserve Bank of India Governor Urjit Patel will bring smile on their faces.


According to the BofA Merrill Lynch report, Pradhan Mantri Garib Kalyan Yojana, 2016 will bring huge amount in government’s pocket to offset the financial implication of implementing the 7th Pay Commission recommendations. The Pradhan Mantri Garib Kalyan Yojana was announced after demonetisation for declaring unaccounted income.

“The Government announced that the second income disclosure scheme (IDS II) will run till March 31. We continue to estimate that it will net the fisc about Rs1000bn/0.7% of GDP of additional taxes. This should allow Finance Minister Jaitley to hold the FY18 fiscal deficit at 3.5% of GDP – same as FY17’s – and at the same time fund the 7th Pay Commission and recapitalize PSU banks, without cutting back on public capex,” BofA Merrill Lynch said in a note. Earlier, the RBI had made clear that the implementation of the 7th Pay Commission recommendations for central government employees won’t have an inflationary impact.


Earlier we reported that the central government employees will have to wait til March, 2017 to get their higher allowances under the 7th Pay Commission recommendations. Centre is planning to pay higher allowances without arrears. Sources in the Finance Ministry also said the Centre is considering to hike higher allowances for its employees. However there is no report about when the government will start paying higher allowances as recommended by the 7th Central Pay Commission.

The issue of higher allowances has been referred to the ‘Committee on Allowances’. The committee is yet to submit its report. Until acceptance of higher allowances, under 7th Pay Commission, the allowances are now paid according to the 6th Pay Commission recommendations.

How To Update Phone Number, Email Id For PLI Customers For Allowing Online Access 

To incorporate the mobile number and email address in the System the following procedures are to be followed by CPC.

1.  The policy holder is to submit an application to the CPC Head on person or through mail stating his/her policy number, Mobile number and email address ( Email address should be written on capital letters so that no mistake will occur by the CPC personnel while data entry is to be done) requesting incorporation of the same in the System. He/She is to enclose self attested photo copies of policy bond or first page of the P.R.Book and identity proof (photo copy Aadhar or Voter Card).
2.     He will submit these to the CPC and take receipt for submission of application, generated from the System.
3.     The CPC personnel will then follow the procedure as same as change of address done. i.e scan the documents, do ECMS and Data Entry and then Quality Check &.Finally Approval.
4.     After approval.

The CPC personnel will send him/her the reply to his/her Email address.to the effect that ' Your mobile number and email address has successfully been incorporated in the System. You may now feel free to register your policy online, set your password as per your choice and perform all sorts business relating to PLI/RPLI, as and when, required without visiting any Post Office or CPC.

Postal scam kingpin taken in CBI custody for questioning


HYDERABAD: CBI officials, who are investigating the cases of irregularities that took place in post offices after demonetisation of high-value currency, have taken prime accused K Sudheer Babu, former postal officer, into five-day custody for questioning following court orders. 

Sudheer Babu, an Indian Postal Service officer of the 2011 batch, was working as senior superintendent of post offices, Hyderabad City Division, colluded with some individuals to help them exchange demonetised currency notes. 

Sudheer Babu allegedly had links with law student Nithin and businessman Narasimha Reddy. Some businessmen also benefited from him by getting huge cash in 2000-rupee denomination notes. 

CBI registered cases in connection with the fraud detected at the Himayatnagar, Golconda and Karwan Sahu sub post offices.

A massive Parliament March was conducted on 15th December 2016, as per the decision of the Diamond Jubilee year National Conference of the Confederation held at Chennai in August 2016. Central Government employees from all over the states belonging to all affiliates of Confederation participated in the March and Rally. Autonomous bodies employees and pensioners, Central Government Pensioners etc. are also extended their support and solidarity by joining the rally.

Inspite of cancellation and delayed running of several trains in North India due to fog and also the havoc unleased by the Cyclone in Tamilnadu, participation of about 15000 employees in the Parliament March and Rally made it a resounding success. As decided by the National Secretariat One day Strike on 15th February 2017 was declared in the Rally.

The rally after the Parliament march was presided over by the National President of the Confederation Com. K. K. N. Kutty. Com. M. Krishnan, Secretary General, announced the decision to go on one day nation wide strike on 15th February 2017.

மும்பை: வங்கிகளில் பணம் எடுப்பதற்கான விதிகள் நாளை முதல் தளர்த்தப்படும் என்றும், பணத்தை 500, 2,000 ரூபாய் நோட்டுகளாக பெற்றுக்கொள்ளலாம் என்றும் ரிசர்வ் வங்கி தெரிவித்துள்ளது.
கறுப்பு பணம் மற்றும் கள்ள நோட்டை ஒழிப்பதற்காக நவம்பர் 8 ம் தேதி இரவு பிரதமர் மோடி பழைய 500 மற்றும் 1000 ரூபாய் நோட்டுகள் செல்லாது என அறிவித்தார். பழைய நோட்டுகளை டிசம்பர் 30 ம் தேதிக்குள் வங்கி மற்றும் தபால் நிலையங்களில் கொடுத்து மாற்றி கொள்ள வேண்டும் எனவும் அறிவிக்கப்பட்டது. இதையடுத்து, தங்களிடம் உள்ள பணத்தை பொதுமக்கள் வங்கிகளில் டெபாசிட் செய்து வருகின்றனர்.
அதன்படி நவம்பர் 10-ந் தேதி முதல் நவம்பர் 27-ந் வரை ரூ.8.11 லட்சம் கோடி பணம் டிபாசிட் செய்யப்பட்டுள்ளதாக ரிசர்வ் வங்கி தெரிவித்துள்ளது. மேலும் ரூ.2.16 லட்சம் கோடி பணம் வங்கி கணக்கில் இருந்து எடுக்கப்பட்டுள்ளதாகவும் ரூ.33,948 கோடி மதிப்பில் பழைய ரூபாய் நோட்டுகளை கொடுத்து புதிய நோட்டுளை மாற்றம் செய்துள்ளதாக ரிசர்வ் வங்கி தெரிவித்துள்ளது.
மேலும், வங்கிகளில் பணம் எடுப்பதற்கான விதிமுறைகள் நாளை முதல் தளர்த்தப்படும் என ரிசர்வ் வங்கி அறிவித்துள்ளது. வாடிக்கையாளர்களின் தேவையை பரீசிலித்து தேவைப்படும் பணத்தை வழங்க வங்கிகளுக்கு ரிசர்வ் வங்கி அறிவுறுத்தியுள்ளது. கட்டுப்பாடுகளால் பொதுமக்கள் பணத்தை வங்கிகளில் டெபாசிட் செய்ய தயங்குவதை போக்க இந்த நடவடிக்கை எடுக்கப்பட்டுள்ளதாக ரிசர்வ் வங்கி வெளியிட்டுள்ள அறிவிப்பில் தெரிவிக்கப்பட்டுள்ளது. ஏற்கனவே வங்கி கணக்கில் இருந்து ரூ.24,000 மட்டுமே எடுத்துக் கொள்ள அனுமதி வழங்கப்பட்டிருந்தது குறிப்பிடத்தக்கது.

Search for higher rates ends at post offices, govt bonds


MUMBAI: Investors are rushing to lock money into post office deposits and a government bond, which are yet to cut interest rates even as banks lower deposit rates.A bank deposit now pays a maximum of 7%, while post office deposits pay 7.8% and the government bond pays 8%. 
"There is a rush amongst investors to lock into longer-tenure products and where there is no announcement of rate cuts so far," said Vikram Dalal, managing director, Synergee Capital. 
For retirees and other investors living on interest income from deposits, financial advisors said, the government savings bonds, which have a tenure of six years for small investors, make sense. 
"There is no reinvestment risk as you can lock in at a rate as high as 8% for 6 years. It works well for those whose income is not subject to tax or who are in the marginal tax bracket," said Dalal. The minimum investments amount is Rs 1,000 and there is no ceiling on the upper limit. The bonds are issued in physical form. 
"The only drawback of this product is that it is illiquid since they are not traded and cannot be encashed in an emergency.However, investors can opt to take a loan on this product, says Anup Bhaiya, MD, Money Honey Financial Services.
Interest rates on bank fixed deposits fell post demonetisation. Banks like SBI, ICICI Bank,HDFC BankKotak Bank have all cut fixed deposit rates by 15-25 basis points (100 basis points is equivalent to 1%). 
Post the rate cuts, a five year fixed de posit fixed de posit from State bank of Indiafetches 6.5%, while HDFC Bank gives 6.75%. Taking a cue from banks, finance companies too have lowered deposit rates. HDFC now offers 7.65% for a five-year deposit, whileGruh Finance is offering 7.5%. 
"The banking system is flush with liquidityand there are not enough avenues to deploy money .Given this and expected rate cuts, fixed deposit rates could head even lower in the coming months," says Shankar S, financial planner at Credo Capital.

Rs 32,631 cr deposited in Post offices since demonetisation



New Delhi, Nov 27 (PTI) People have deposited a staggering Rs 32,631 crore in nearly 1.55 lakh post offices across the country following demonetisation of Rs 500/1000 currency notes.

The post offices have also exchanged about Rs 3,680 crore of old currency notes between November 10 and 24, Department of Posts Secretary B V Sudhakar told PTI.

"From November 10 to November 24, we have exchanged 578 lakh notes of value of about Rs 3,680 crore. If you look at the deposits, 43.48 crore old Rs 500 and Rs 1000 notes were accepted as deposits, and their value is about Rs 32,631 crore," he said.

As many as 1.55 lakh post offices -- about 1.30 lakh in rural areas and the rest 25,000 in urban and semi-urban areas -- are playing a "prominent role" in the entire exercise, he added.

During the same period, Rs 3,583 crore was withdrawn from post offices, Sudhakar said.

Following demonetisation of Rs 500 and Rs 1000 notes from midnight of November 8, people rushed to banks and post offices to deposit or exchange old currency notes. Serpentine queues were seen in front of banks, ATMs and post offices with people lining up to get valid currency notes.

Those without postal savings accounts were also permitted to exchange the old notes up to a certain limit in the post offices by producing their identity cards.


While the window of a fortnight to exchange these currency notes over-the-counter at banks and post offices ended on November 24, the old notes can be deposited in bank accounts until December 30.
