            Sub: Requesting drawal of increment for bunching of stages in the
                    Revised Pay Structure  under CCS Revised Pay Rules 2016 –reg
            Ref: DG’s letter number 7-2/2016-PC dated 12.09.2016.

          My existing pay as on 1.1.16 is 11510 with grade pay 2400/- in the scale 5200-2400-20200 and on my option to switch over to CCS RP 2016 my pay was fixed in the corresponding level 4 of pay matrix at 29600/-.

          Instantly those who are drawing at the stage of 11170 in the pre revised  in the same pay structure have also been fixed at 29600/-.

          Since my pay in the pre revised pay is 3 % more than those who were getting lower pay but got fixed in same the pay in level 4 of pay matrix of the Revised pay ,my case  constitutes bunching in terms of para 2 of the DG on cited.

          I therefore request that my bunching may kindly be caused to alleviated by granting one more increment and pay refixed at next cell downwards in level 4 at 31400/-

Subject:- Consolidated Instructions on compassionate appointment — Review of FAQs dated 30.05.2013/25.02.2015 with regard to married son.
The undersigned is directed to invite attention to this Department’s O.M. No. 14014/6/1994-Estt.(D) dated 09th October, 1998 and OM of even number dated 16th January, 2013 vide which Consolidated Instructions on compassionate appointment were issued. Subsequently, vide FAQ No. 13 dated 30.05.2013 it has been clarified that married sons are not considered as dependent family member and hence not eligible for consideration for compassionate appointment. The clarification with regard to married son as stipulated in FAQ No. 13 dated 30.05.2013 has been reviewed vide FAQ No 60 of even number dated 25.02.2015 as under:-
2. Pursuant to various Court Orders, the clarification/FAQ No. 13 dated 30.05.2013 and FAQ No. 60 dated 25.02.2015 has been further reviewed in consultation with the Department of Legal Affairs. It has been decided that married son can be considered for compassionate appointment if he otherwise fulfils all the other requirements of the Scheme i.e. he is otherwise eligible and fulfils the criteria laid down in this Department’s O.M. dated 16thJanuary, 2013.
3. FAQ No.13 dated 30.05.2013 and FAQ No.60 dated 25.02.2015 stands withdrawn from the date of their issue.
4. The cases of compassionate appointment rejected solely on the grounds of marital status in terms of FAQ No. 13 dated 30.05.2013 during the intervening period i.e. w.e.f. 30.05.2013 to 25.02.2015 in respect of married son may be reopened/reconsidered against vacancies occurring after issue of this OM.

Driving Licenses and Vehicle Registration Certificates can now be accessed through Mobile App

Driving Licenses and Vehicle Registration Certificates can now be accessed through Mobile App 

Shri Nitin Gadkari, Minister of Road Transport & Highways and Shipping and Shri Ravi Shankar Prasad, Minister of Electronics & Information Technology and Law & Justice jointly launched a new service - integration of DigiLocker with Driving Licenses (DL) & Vehicle Registration Certificates (RC) in New Delhi today. With this integration people will no longer need to carry around physical copies of their RCs and Driving Licences. They can instead access digital copies of the same on their mobile phones via the DigiLocker mobile app. Driving Licenses and Vehicle Registration documents can now be issued directly to the DigiLockers of individuals in digital formats. These digital copies can be shared with other departments as identity and address proof. They will also be used for on the spot verification through the cittizen’s mobile, by various law enforcement authorities like the Traffic Police. Besides being convenient for people, this will also result in assured authenticity of such documents and reduction of administrative overhead.

Speaking on the occasion Shri Nitin Gadkari said that this platform is a major step forward towards ensuring greater transparency and cutting down corruption and red-tapism. He said the move will benefit a large number of people by facilitating ease of access to the documents.

Launching the service Shri Ravi Shankar Prasad said that the integration will bring a paradigm shift in the vision of paperless governance. It will serve to bring agility and efficiency to the entire process of issuance of driving licenses and vehicle registration certificates through IT enablement.

DigiLocker, launched by the Prime Minister Shri Narendra Modi in July last year, aims at transforming India into a digitally empowered society and knowledge economy. It is a platform for issuance and verification of documents and certificates digitally. When a person signs up for a DigiLocker he gets access to a dedicated cloud storage space for his important documents. DigiLocker currently has 21,26,332 registered users with 24,11,702 uploaded documents and has issued over 4,26,73,232 documents as on 01 September 2016. The Ministry of Road Transport and Highways is actively digitizing driving licences and registration certificates and maintaining a National Register System. With today’s launch this National Register System has got integrated with DigiLocker, making over 19 crore Vehicle Registration Certificates and over 9 crore driving licenses available in the citizens’ lockers. Once the data from the remaining RTO’s is updated in the National Register Systems, the digital copies of those driving licenses and vehicle registration certificates will also be available via DigiLocker.

In order to access the digital RC and DL a person needs to first sign up for a DigiLocker. He then needs to download the DigiLocker Android App from Google PlayStore. In the Mobile App he will have to select the Issued Documents section and then the DL/RC. Field staff like the Traffic Police can do offline verification of RC/DL using QR Code. Apart from the mobile view version, digitally signed documents can also be accessed electronically, and these will be at par with the physical issued documents as per IT Act 2000.

Shri Ajay Kumar, Additional Secretary, MeitY informed that with today’s integration, MoRTH becomes the 17th issuer to issue its documents to DigiLocker. He also informed that this is the largest such integration since DigiLocker was launched last July.

Shri Abhay Damle, Joint Secretary, MoRTH said that the Ministry is working towards intergrating even documents like vehicle insurance and fitness certificates to DigiLocker .

The integration is the result of continuous coordination between MoRTH and MeitY with technical support from National Informatics Centre and National e-Governance Division (NeGD) under the Ministry of Electronics & Information Technology. Secretary MeitY and senior officials of NIC were also present on the occasion.

Centre junks ‘Grade Pay’ for ‘Pay Matrix’

The DoPT has asked ministries to reflect the recommendations of the Seventh Pay Commission.

The phrase “pay band and grade pay”, coined during the British Raj to determine the salaries of the bureaucrats is history. Come September, they will be replaced with the corporate lingo — “level in the pay matrix.”

The change comes the Department of Personal and Training (DoPT) issued a notification on Tuesday to all central government departments, asking them to change service and recruitment rules to reflect recommendations of the Seventh Central Pay Commission.
Introducing the changed nomenclature, the notification said: “Consequential amendment in the existing service rules and recruitment rules shall be made by the ministries or departments by substituting the existing pay band and grade pay by the new pay structure i.e. ‘level in the pay matrix’ straightaway without making a reference to the Department of Personnel and Training and Union Public Service Commission.”

The Department has called for a meeting of the concerned officials of various departments from October 3 to 14 to take stock of the latest position of the amendment in Service Rules/Recruitment Rules. All central government departments have been asked to set up committees to look into various pay related anomalies arising out of the implementation of the Pay Commission’s recommendations.

The change in nomenclature implies a significantly new approach to fixing salaries and allowances for bureaucrats. Essentially, creating a salary increase matrix doesn’t have to involve complicated math or nuanced employee performance forms. With three salary columns and performance levels, pay matrix would involve creation of a sliding scale for employees to continue to earn higher pay.

Earlier notification

As employees gain experience, levels of assessing employee performance would become more vigorous while avoiding addition of more complex elements to the salary increase matrix. That is the objective of the pay matrix.

An earlier notification had said in cases where deputation is a method of recruitment, the field of selection for deputation should reflect the corresponding ‘level in the pay matrix.’

Sub: Issues arisen consequent upon 7th CPC recommendations and Government decisions - reg.

The affiliates are aware that the Indefinite Strike action from I 11/07/2016 on Charter of demands mainly "minimum wage and multiplying factor" was deferred on official commitment given by the Government through Finance Ministry's statement on 6th July,20l6 for constituting High Level Committee to examine the issues.

A committee under the Chairmanship of Additional Secretary (Expenditure) with Joint Secretary (Pers), Joint Secretary (Estt), Joint Secretary (lmp) as its members will deal the issues raised through a memorandum of JCM (Staff Side), submitted to the Empowered Committee, among them the major issues are "upward revision of Minimum wage as well Muliiplying Factor".

The 1st introductory meeting chaired by Addl. Secretary (Exp) was held on 30th August ,2016 at North Block, New Delhi attended by myself, S/Shri Shiva Gopal Mishra & M.S. Raja. In the preamble, we tried to impress upon the Addl. Secretary (Exp) the need for revision of minimum wage and Multiplying factor formula on the basis of facts and merits already presented by JCM (Staff Sidef After brief discussion, it was agreed that another meeting of the Committee will be fixed to be held in consultation with the JCM (Staff Side).

We also met Cabinet Secretary, Government of India thereafter and conveyed our disappointment over the delay in sorting out important issues. The Cabinet Secretary has stated that orders have since been issued by the Government for payment of Gratuity to the employees governed by the NPS. He said that the Government has also issued orders revising the salary calculation limit to Rs.7000/- for payment of Bonus/PLB w.e.f. 2014. The Cabinet Secretary has also assured to positively consider remaining pending issues.

The affiliates may please note that a meeting between the Standing Committee of JCM (Staff Side) and the Committee Chaired by Finance Secretiry (Expenditure) will take place on lst September, 2016 at North Block, New Delhi. In the said meeting the issues pertaining to the negative recommendations of 7th CPC on allowances and advances will be dealt.
