LSG பதவி உயர்வு பட்டியல் நேற்று மாநில நிர்வாகத்தால் வெளியிடப்பட்டுள்ளது .ரெகுலர் LSG யில் 181 பேரும் கேடர் சீரமைப்பில் 1506 பேரும் LSG பதவிஉயர்வு பெறுகிறார்கள் .பணி ஓய்வு வரை பதவி உயர்வுகளை பார்த்திராத பல மூத்த தோழர்களுக்கு முன்னால் இன்று பலநூறு ஊழியர்கள் பதவியுயர்வு பெறுவதும் இவர்களை தொடர்ந்து இளைய தோழர்களும் தங்களது குறைந்த சேவை காலத்திலே பதவி உயர்வை சுவைப்பதும் ஒரு முன்னேற்றம் தான் .மூத்த தோழர்களுக்கு இடமாறுதலில் உள்ள பிரச்சினைகளும் ஏற்கனவே 4600 மற்றும் 4200 வாங்கியவர்களுக்கு 2800 GP யில் நிர்ணயிக்கும் விசயங்கள் --ஒரு ரூபாய் கூட உயர்வு இல்லாத பதவி உயர்வுகள் --மண்டல அளவிலான இடமாறுதல் -என்ற நடைமுறை சிக்கலில் ஒன்றை கூட நம்மால் தீர்க்க முடியாதது ஒரு வருத்தம் தான் .இருந்தாலும் நம்மில் அநேக தோழர்கள் எழுத்தர் பிரிவின் உயர்நிலையான HSG I வரை பணியாற்ற கிடைத்த வாய்ப்பையும் மறுத்திடலாகாது .LSG பதவிகள் என அடையாளம் காட்டப்பட்ட அனைத்து  பதவிகளையும் ஊழியர்களுக்கு தெரிவித்து -அவர்களின் விருப்ப மனுக்களை பெற்று இடமாறுதல்களை வழங்கிட வேண்டும் என எதிர்பார்க்கிறோம் .ஏற்கனவே பல மண்டலங்களில் இந்த உறுதிமொழி கொடுக்கப்பட்டுள்ளதால் சிரமங்கள் இன்றி தமிழகத்தில் இந்த உத்தரவுகள் அமுலாகும் என்று தெரிகிறது .

GDS Pay Committee Recommendations : Put off Duty

The Committee feels that there should be restriction in the powers if Sub -Divisional Heads to put off Duty.

The Committee recommend the the increase the quantum of exgratia payment to GDS during the period of put off duty from 25 % to 50 % of wages and DA.

The Committee noticed that Director of Postal Services reviews all the put off cases and hence there is no need to constitute a seperate divisional committee to review the put off cases at the divisional level.

Mass Dharna will be organised in front of Finance Minister''s office on 23rd May 2017 under the banner of Confederation of Central Government Employees & Workers. For details please the circular published below. 

Venue of the DHARNA is Tikona Park , North Block , New Delhi adjacent to the Finance Ministry office, Opposite Gate Number 14 and Post office . 

All are requested to reach the North Block through road from Gurdwara Rakabgang side. All City buses terminating at Central Secretariat shall drop the DHARNA participants at North Block which is not more than fifty (50) meters from DHARNA spot. Nearest Metro station is Central Secretariat which is barely one kilometer away from DHARNA spot. 

A walk from the metro station keeping the Parliament building on the left - hand side shall lead to the DHARNA spot. 

DHARNA will start at 12 noon.

Postmaster ends life over job stress

KOLKATA: Unable to cope with client pressure and struggling to adapt to a new banking software, a 56-year-old postmaster, Abhijit Roy, ended his life at his Sodepurresidence on Monday. He had worked in the postal department for 37 years.

Staff strength in post offices have been dwindling for several years now following a recruitment freeze even as employees retired. The situation has been compounded with the rollout of Core Banking Solution (CBS) that required the staff to undergo a crash course to use the software. While those between 35 and 45 years have been able to grasp the technology, a section of those in the 50s have been struggling to meet the demands of clients and officials.

Roy, who was transferred to Belghoria post office as a postmaster barely 10 days ago, found himself under customers' ire as he struggled with the new system, affecting routine operations like processing of pension and MIS accounts. Chided by customers, Roy decided to put an end to his misery.

A suicide note recovered from his room told the poignant tale of his struggle and failure. "I could not cope with the huge work pressure. I have faced a lot of humiliation due to my erroneous handling of the new system. I could not handle so much pressure at this age and decided to take this drastic step. Nobody is responsible for my death," states the suicide note.

The victim's family members claimed Roy had appealed to higher authorities to transfer him to a clerical job as he couldn't operate the new system. He was earlier posted at Khardah's Surjya Sen Nagar sub-post office. India Post officials, though, denied he had approached them with his problems.

CBS comprises networking of branches to enable customers operate their accounts and avail banking services from any post office on the network. The roll-out has, however, been plagued by lack of infrastructure, frequent link failures and hasty training of staff.

            In supersession of this office O.M. No. l(1)/2011/UTA/365 dated 1st August 2016 on the above subject (copy enclosed), as per the amendment in Rule 44 issued vide Government of India Notification No. G.S.R. 412 (E) dated 27-04-2017 (copy enclosed), all payments to Government servants, including salary payments, shall be made by electronically signed payment advices for direct credit to their bank accounts, subject to availability of banking facilities:

            Provided that a one-time relaxation may be granted for payment by other recognized modes in cases of hardship where the reasons are duly approved by the Head of Department and Financial Adviser.

            This issues with the approval of the Finance Minister.

Sir,

            A copy of letter of even  number dated 17.03.2017 addressed to Shri B.V. Sudhakar, the then Secretary (Posts) regarding settlement of the issues arisen  out of implementation of Cadre Restructuring  orders of Postal Group-C employees is  again submitted for your  kind  and sympathetic consideration . As the Group-C staff is facing so many problems after implementation of Cadre restructuring, so we have given some suggestion to settle the problems. But it is a matter of a great concern that after a lapse of one month period, no action appears to have been taken by the Postal Administration. We have also requested to keep the orders in abeyance temporarily till settlement of issues arisen out of implementation of Cadre Restructuring and the then Secretary has assured us but no order has been issued yet.

            It is therefore, requested to kindly cause suitable instructions to settle the problems as mentioned in the letter enclosed and keep the order in abeyance till then.

            An early action is highly solicited.

Cadre Restructuring Doubts and Answers

You may be aware of many speculations surrounding Cadre restructuring and its implementation. This article had been drafted to put an end to such speculation and to vent out the doubts in employee’s mind.

Consequent on Cadre restructuring, Only the posts were been upgraded.(wef 15.4.17 for Tamilnadu circle)

1.       Post of single handed and double handed had been upgraded to LSG

2.      Post of ‘A’ class and LSG had been upgraded to HSG-II

3.      Post of HSG-II had been upgraded to HSG-I

As per Recruitment Rules,

1.       Postal Assistant with 5 Years of service are eligible for LSG

2.      LSG officials with 6 years of service in the cadre are eligible for HSG-II

3.      HSG-II officials with `5 years of service in the cadre are eligible for HSG-I

4.      Senior most HSG-I with minimum 2 years of service are eligible for HSG-I Non functional Cadre.

As such, Postal Assistant irrespective of their GP will first be promoted to LSG only. Some comrades were raising a question that whether MACP III (4600 GP) will directly be placed in HSG-I post. No not at all, For getting promoted to HSG-I, one have to work in HSG-II cadre for at least 5 years of service. So they will be placed in LSG first.

So there are chances that, many HSG-II places may be vacant due to non availability of elibilge officials. So union is asking for one time relaxation to Recruitment rules for posting the officials. 

Query 1:

Whether MACP-II (Grade pay 4200) PA be placed in HSG-II(before Cadre restructuring A CLASS OR LSG OFFICE) after Cadre restructuring?

No. MACP is mere financial up gradation. MACP-II official is also should be treated as PA. As such they will be getting promoted to LSG first.

Query 2:

What is the tenure for single handed/Double handed offices, Treasury after Cadre restructuring?

2 years .As per Directorate order no 4-7/2009-vig dated 07.10.16 these Posts comes under sensitive posts . So they will be rotated after 2 years.

Query 3:

Who is competent for posting of PA in LSG post (previously single/double handed) after Cadre restructuring?

As LSG is a circle cadre, Posting for the LSG and above posts will be done by Circle office. So Posting of SPM in single/Double handed will be done by circle office. Divisional head can issue transfer orders only for Postal assistants Posts.

Query 4:

Whether System Administrator, Marketing Executive are LSG posts after Cadre restructuring?

As of now, they are PA cadre only. Only 59 Posts communicated vide SPOs letter no A/Cadre rest/LSG/Dlgs-I dated 13.4.17 are LSG Posts in our division.

Query 5:

If a time scale PA happens to officiate for more than 14 days in LSG post (i.e as SPM in single hand/double hand), whether he is eligible for officiating pay?

Yes, if an official officiating in higher post for less than 14 days, he is not entitled for higher pay. However, even if the first spell is less than 14 days but subsequently extended, the official officiating in the higher post is entitled for higher pay as per the Directorate letter No. 9-25/82-SPG/SPB II dt. 29.05.86.

Query 6:

Whether MACP-I (2800 GP) official working in single handed office will get disturbed after Cadre restructuring ?

May or may not be. It is subject to grant and acceptance of LSG. As of now, though he/she is placed in 2800 GP he/she is only PA. If that official was granted LSG he/she may not get disturbed else LSG official will be posted in that office.

Query 7:

A LSG official working currently in APM (now upgraded HSG-II after Cadre restructuring) can continue in his post?

May or may not be. If another HSG-II official opts for that post he had to work in other LSG Post. If no eligible officials, they may continue to officiate in HSG-II.
