OFFICE MEMORANDUM
Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 1.7.2014.
The undersigned Is directed to refer to this Department’s oM No. 42/10/2014-P&PW(G) dated April, 2014 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 100 % to 107% w.e.f. 1st July 2014.



2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs.3500/- p.m. in terms of this Departments OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008-P&PW(B) dated 15.9.2008.
3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3 commuted portion of pension as well as revision of the restored amount in terms of this Department’s OM No. 4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 107% w.e.f. 1.7.2014 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down In para 5 of the 0.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM No.4/29/99-P&PW(D) dated. 12.7.2000 refer.
4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.
5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained In this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension, will remain unchanged.
6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.
7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.
8. The offices of Accountant General and Authorised Public Sector Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.
9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.
10. This issues with the concurrence of Ministry of Finance, Department of Expenditure conveyed vide their OM No. No 1(4)/EV/2004 dated 26th Sept.2014.

Confederation National Secretariat met at New Delhi on 26.09.2014, under the Presidentship of Com. K. K. N. Kutty, National President. Com. S. K. Vyas Ji, Advisor was also present. After detailed deliberations on all agenda items, the following decisions are taken.

1.      Decided to further intensify the campaign and agitational programmes against the Governments attitude towards the legitimate demands of the Central Government Employees. It is decided to organize two hours MASS SQUATING of not less than 3000 Central Government employees on 18th November 2014, at a centrally located important place at all the state capitals. Effort should be made to ensure maximum participation of Lady comrades in the programme. Next phase of action will be decided after successful implementation of the above programme.
2.      Decided to explore the possibility of joint action with Railways (AIRF) and Defence (AIDEF) culminating in strike.

3.      Decided to participate and implement all the decisions taken in the National convention of workers organised by Central Trade Unions on 15.09.2014.
4.      Decided to organize Two days All India Trade Union workshop of Confederation at Bangalore on 2015 January 3rd and 4th. Total number of delegates will be limited to 200. COC Karnataka has agreed to host the Trade Union workshop.
5.      Decided to grant affiliation to the following two organizations.
(1)   Forest Survey of India Employees Association
(2)   Nehru Yuvak Kendra Sanghathan (NYKS) workers Welfare Association.
6.      Decided to organize Dharna in front of all Government of India Presses and Stationery offices and also in front of Government Medical stores Depot to protest against the proposed move to close down these offices. In front of Government of India Presses Dharna will be organised by Confederation on 27th October 2014 and in front of Government Medical Stores Depot dharna will be organised on 30th October 2014.
7.      Financial position of the Confederation was presented by Financial Secretary Com. Vrigu Bhattacharjee. CHQ is running with a ‘NIL’ balance. Unless and until all the affiliated Unions/Associations voluntarily clear all pending dues it will be very difficult to run the CHQ. It is decided that Financial Secretary shall issue notice to all affiliated organizations to clear the pending dues.
8.      National Secretariat calls upon all Central Government employees and also the affiliated organisatons and state COCs to make the 18th October programme a thundering success.

1. Consequent upon grant to another installment of Dearness allowance. With effect from 1st July, 2014 to the Central Government Employee vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/2/2014-E-II (B) dated 18.09.2014, duly endorsed vide this Department’s letter No. 8-1/2012-PAP dated 22.9.2014, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the revised rate with effect from 01.07.2014. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 100% to 107% on the basic time related continuity Allowance, with effect from the 1st July,2014.

2. The additional of Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.

3. The Expenditure on this account shall be debited to the head “salaries” under the relevant head of account and should be met from the sanctioned grant.

4. This issue with the concurrence of integrated finance wing vide the dairy No. 159/FA/2014-CS dated 25.09.2014.

No holiday on October 2; Government employees to take cleanliness pledge ... PM Narendra Modi
For the first time in the history of India, Gandhi Jayanti will not be a holiday for government staff who will have to report to work to take the 'Swachch Shapath'.

Cabinet Secretary Ajit Seth, on September 20, directed all central government secretaries to ensure that every employee takes the pledge on October 2, the birth anniversary of Mahatma Gandhi. The text of the pledge will soon be sent to all the departments.
Besides this, Prime Minister Narendra Modi has taken several steps to implement one of the biggest public campaigns for cleanliness. The minutes of meeting between Modi and 20 secretaries reveals that a new law may be enforced to ensure cleanliness. The prime minister has asked the law ministry to amend existing laws or to analyse whether a new Act is required to act against those who litter.

The prime minister also directed the Finance Ministry to explore a taxation policy to keep a check on those who pollute.

According to the minutes of meetings, Modi was of the opinion that dairies and cattle are major sources of garbage and pollution in urban areas and towns.

Hence, he directed the animal husbandry department to consider setting up of cattle hostels. The prime minister asked his sub-ordinates to engage Bollywood celebrities in a big way to campaign for his 'Swachcha Bharat' mission.

Famous poets and singers should also be a part of the nationwide campaign that will begin on September 25, the prime minister said.

A marathon will be organised by the sports ministry to create awareness about the cleanliness drive in every city with a population of over one lakh.

The Prime Minister further suggested the Department of School and Education to ensure questions on cleanliness in examinations.

Meanwhile, prime minister Modi noted that he had undertaken plans to cleanse the political system and the administration machinery. "Now is the time to cleanse the nation. I want each one of you to contribute in every possible way. It is our vision to present a clean India to the outside world," he asserted.

Coming down heavily on the banking system, Modi wondered whether the banks served the purpose they were set up for. "We need inclusive growth. Our Jan Dhan sceheme will help us achieve it," he said.

The 7th Central Pay Commission has been receiving a number of memoranda, representations from associations/federations as well as individual cadres on pay and related issues. As part of its working, the Commission is also hearing various groups of employees both in Delhi and during its visits outside Delhi.

2. One of the major issues raised before the Commission centres on the subject of parity. One aspect of parity manifests in how posts of a similar nature are placed. Certain cadres/category of employees have, in their deposition before the Commission, stated that there are cases when identical or similarly placed cadres/categories of employees in different Ministries/Departments are placed differentially in terms of pay and promotional prospects. 

3. With a view to examining and addressing this aspect of parity amongst apparently similarly placed cadres/posts, the Commission has devised a template to be filled in for posts being administered by your Department. The template seeks to elicit information that would be readily available in the Recruitment Rules for the concerned post(s)/cadres. In case your Department only operates posts involving common cadres like the Central Secretariat Service (CSS), Central Secretariat Stenographers Service (CSSS), Central Secretariat Clerical Service (CSCS), a NIL report may kindly be furnished to the Commission.

4. Since the Work of the Commission is time bound may I request that information as sought is furnished by 25 September 2014. Perhaps a copy of the RRs themselves could be sent as advance information.

FILLING UP OF SHORT TERM VACANCIES IN THE NEWLY INTRODUCED CADRE OF POSTMASTER

D.G. Posts No. 4-61/2011-SPB.II dated 21 Dec 2011.

Sub: Filling up of short term vacancies in the newly introduced cadre of Postmaster-Reg.

I am directed to say that references are being received from Circles seeking clarifications with regard to filling up of the short terms vacancies in Postmaster Grade-I,II & III. It has been reported that representations have been received from Postmaster Grade-I /II officials asking for officiating promotion to Postmaster Grade-II/III although such officials do not fulfill the prescribed eligibility criteria stipulated under the relevant Recruitment Rules.

2. It has been clarified vide Dte's letter of even number dated 7/8-2.2011 that the posts of Postmaster Grade-III should not be filled up under initial constitution clause by appointing HSG-I officials for the reason that sufficient number of regular officials in HSG-I would not have become available. It was further clarified that these posts can be filled up only after reviewing the position in the light of options received from eligible officials and appropriate decision taken by the Directorate in the matter. As per clarification No. 4 of Directorate's letter of even number dated 10.2.2011, the posts identified for Postmaster Cadres will be deemed to have been designated as Postmaster Grade-I, II & III with effect only from the dates those are filled up regularly. Therefore, the Post of Postmaster Grade III will be deemed to be so designated only when these are filled up through initial constitution clause. Infact, in terms of the clarification No.4 dated 10.2.2011, these posts cannot be treated as vacant by the Circle. In the given circumstances when at present there are no posts of Postmaster Grade-III in existence, the question of filling up through officiating arrangement does not arise. Thus, till the posts so identified as Postmaster Grade-III will continue to be manned by officials in General line.

3. Regarding officiating arrangement in the vacancies of more than 45 days in Postmaster Grade-I & II, which have become vacant after they are designated as Postmaster Grade-I & II by filling up through initial constitution as clause as per the provisions of Recruitment Rules, the clarification No. 3 given vide Dte. Letter of even number dated 10.2.2011 was issued stating inter-alia that for filling up of leave vacancies / adhoc vacancies for more that 45 days in Postmaster Grade, the procedure prescribed in Dte's letter No. 137-99/2009-SPB.II dated 23.12.2009 should be followed. It is envisaged in the said letter that only those employees in feeder grade fulfilling the eligibility condition prescribed in the Recruitment Rules should be considered for ad-hoc promotion. 

4. Subsequently, Directorate has issued instructions vide letter No. 137-64/2010-BPG.II dated 28.7.2011 permitting grant of officiating pay and Allowances to Selection Grade Officials who officiated in LSG/HSG-II/HSG-I posts in term of Rule 27 of Postal Manual Vol. IV against the vacancies not exceeding three months. As per this Rule, the list of approved officers is prepared by the DPC and approved by the appointing authority and only when administrative exigencies required it, a person not in the list or not the first in order in the list may be appointed.

5. Similar benefit has also been allowed to Selection Grade officials in terms of Rule 50 of Postal Manual Vol. IV which provides for officiating arrangement against the vacancies of short duration i.e. not more than one month and more than four months in the cadres in which promotion is made from officials working in different stations, sub-divisions or divisions in a Circle and in the cadres in which promotion is made from officials working in the same office or station.

6. In view of the above, to make officiating arrangements in vacancies not exceeding three months and vacancies of short duration i.e. not more than one and four months in Postmaster Grade I & II, which become vacant after they are designated as Postmaster Grade-I & II, the Circles may follow the instructions contained in Dte. Letter No. 137-64/2010-SPB-II dated 28..7.2011.

       The undersigned is directed to refer to this Ministry's Office Memorandum No. 1I112014-E.II(B) dated 27th March, 2014 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 100% to 107% with effect from I"July, 2014.

2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.  1(3)/2008-E.II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.
