Limits on Cash withdrawals from Bank accounts and ATMs - Restoration of status quo ante
Please refer to our circular DCM (Plg) No.1226/10.27.00/2016-17 dated November 08, 2016 placing limits on Cash withdrawals from bank accounts and ATMs in the wake of withdrawal of Legal Tender Character of Specified Bank Notes (SBN) and subsequent circulars DCM (Plg) Nos.1256, 1274, 1317, 1437, 2142 and 2559 dated November 11, 14, 21, 28, December 30, 2016 and January 16, 2017 respectively, providing for relief and relaxations therefrom.
2. On a review of the pace of remonitisation, it has been decided to partially restore status quo ante as under:
- Limits placed vide the circulars cited above on cash withdrawals from Current accounts/ Cash credit accounts/ Overdraft accounts stand withdrawn with immediate effect.
- The limits on Savings Bank accounts will continue for the present and are under consideration for withdrawal in the near future.
- Limits vide the circulars cited above placed on cash withdrawals from ATMs stand withdrawn from February 01, 2017. However, banks may, at their discretion, have their own operating limits as was the case before November 8, 2016, subject to 2 (ii) above.
3. Further, banks are urged to encourage their constituents to sustain the movement towards digitisation of payments and switching over of payments from cash mode to non-cash mode.

16th March Strike Importance
Dear Comrades,
The main demands of the Staff Side (JCM) which led to declaration of the 11th July strike is the revision of the NPS, minimum wage, fitment formula, allowances and pension cases etc. this is due to lowest wage hike of just 14% recommended by the 7thCPC.
Under the 7th Pay Commission slab – which was implemented ten years after the previous pay commission the salaries of the government employees saw a marginal rise of just 14% . The basic pay under the 7th CPC the minimum wage was increased to Rs 18,000 from Rs 7,000 (2.57 times) while the salary of the senior government officials has gone up to Rs 2.50 lakh from Rs 90,000(2.77 times).

650 districts in country to have post office PSKs
Mysuru: January 26, 2017
The Ministry of External Affairs (MEA) has drawn up ambitious plans of opening post office Passport Seva Kendras (PSKs) in 650 districts across the country soon.
Disclosing this during the inauguration of a post office PSK here on Wednesday, MEA Secretary D.M. Mulay said the MEA was planning to collaborate with the Department of Posts by opening PSKs at district level across the country to meet the growing demand for passports. The demand for passports in India, which is around 2 crore a year, was the third highest in the world after China and the U.S. A total of 60,000 passports are issued every day in the country, he added.
While there are a total of 89 PSKs in the country, the first two post office PSKs were opened at the Metagalli Post office in Mysuru and the Head Post office at Dahod in Gujarat in pilot mode on Wednesday.
Usha Chandrashekar, member, Postal Services Board, who was also present at the inauguration, said the postal officials will be processing the applications for verification of documents and obtaining the photographs and biometrics of the applicants at the post office PSKs.
The Department of Posts, which was earlier only handling posts, has also been handling a variety of other services, including delivering e-commerce parcels, insurance, social security products, and agricultural seeds. Now, it will be handling delivery of passport-related services in an IT-enabled manner, she added.
Union Minister Ananth Kumar, who inaugurated the post office PSK in Mysuru, hoped that all the districts of the country will have a PSK in one year’s time and appreciated Minister for External Affairs Sushma Swaraj’s initiative in the regard.
Pratap Simha, MP, recalled that the demand for a PSK for Mysuru was the first issue on which he had spoken in the Parliament after his election. He revealed that the decision to start a post office PSK in Mysuru from Wednesday was taken only last Friday and appreciated the officials of the Regional Passport Office, Bengaluru, led by RPO P.S. Karthigeyan for making the necessary arrangements in quick time.

Service Discharge Benefit Scheme (SDBS):
GDS contribution should be revised as minimum of 3% and maximum of 10% of the basic wage per month.
Department contribution should be fixed as 3% of the basic wage.

Enhancement of withdrawal limits from ATMs and Current Accounts
Please refer to our circulars DCM (Plg) No. 1274, 1317, 1437 and 2142/10.27.00/2016-17 dated November 14, 21 and 28 and December 30, 2016, respectively, on the above subject.
2. On a review of limits placed on withdrawals from ATMs and current accounts, it has been decided to enhance the same, with immediate effect as under:
(i) The limit on withdrawals from ATMs has been enhanced from the current limit of ₹ 4,500/- to ₹ 10,000/- per day per card (It will be operative within the existing overall weekly limit).
(ii) The limit on withdrawal from current accounts has been enhanced from the current limit of ₹ 50,000/- per week to ₹ 1,00,000/- per week and it extends to overdraft and cash credit accounts also.

Government employees need not file asset details under Lokpal for now-
New Delhi: The Centre has extended indefinitely the deadline to file details of assets and liabilities by central government employees under a mandatory provision of Lokpal Act.
A new format and fresh set of rules are being finalised by the government in this regard.
The last date for filing such details was December 31.
"There is no requirement for filing of declarations of assets and liabilities by public servants now. The government is in the process of finalising a fresh set of rules. The said rules will be notified in due course to prescribe the form, manner and timelines for filing of declaration of assets and liabilities by the public servants under the revised provision of the said (Lokpal) Act.

அன்புத் தோழர்களுக்கு வணக்கம்.
பொங்கல் பண்டிகைக்கு நமது தமிழக அஞ்சல் வட்டத்தில் OPERATIVE
SIDE பகுதியில் பணிபுரியும் ஊழியர்களுக்கு வழக்கமான விடுமுறை மறுக்கப்பட்டுள்ளது. இது ஊழியர்கள் மத்தியில் பெரும் கொந்தளிப்பான மனநிலையை ஏற்படுத்தியுள்ளது.
பொங்கல் பண்டிகை என்பது தமிழினம் சார்ந்த , பண்பாடு சார்ந்த, விவசாயிகளின் வாழ்வாதாரம் சார்ந்த, தமிழகத்திற்கே முதன்மையான பண்டிகையாகும். எனவே இது குறித்து மாநில அஞ்சல் நிர்வாகத்தின் அலட்சியமான போக்கு, 'JUST LIKE THAT' மனப்பான்மை ஊழியர்கள் மத்தியில் எரிச்சலூட்டும் விதமாக, OPERATIVE பகுதியில் பணி புரியும் ஊழியர்களின் மீது அலட்சியம் காட்டுவதான உணர்வினை ஏற்படுத்தியுள்ளது.
2017 ஆண்டுக்கான விடுமுறைப்பட்டியல் மத்திய அரசின் DOPT அமைச்சகத்தினால் கடந்த 7 மாதங்களுக்கு முன்னதாகவே , அதாவது கடந்த 24.6.2016 அன்றே வெளியிடப்பட்டது. அதில் அனைத்து மாநிலங்களுக்கும், அனைத்து மத்திய அரசு துறைகளுக்கும் 14 விடுமுறைகள் பொதுவானதாகவும், இதர மூன்று விடுமுறைகள்
(மொத்தம் 17) அந்தந்த மாநிலங்களுக்கு முக்கியமான பண்டிகைகளாக 12 பண்டிகைகள் பட்டியலிடப்பட்டு, இவற்றில் ஏதேனும் மூன்றை அந்தந்த மாநில தலைமையகங்களில் உள்ள CENTRAL GOVT. EMPLOYEES WELFARE CO-ORDINATION COMMITTEE என்று சொல்லப்படும், மத்திய அரசுத் துறை அதிகாரிகள் கொண்ட கமிட்டி கூடி முடிவெடுத்து அறிவிக்க வேண்டும் என்றும் அறிவுறுத்தப்பட்டுள்ளது. அப்படி கமிட்டி கூடி முடிவெடுக்கப்பட்டு அறிவிக்கப்பட்ட பின்னர் இசுலாமிய பண்டிகைகள் தவிர வேறு எதிலும் எந்த ஒரு மாற்றமும் செய்திடக் கூடாது என்று உத்திரவிடப்பட்டுள்ளது.
(இதில் ஊழியர்கள் பிரதிநிதிகள் இருப்பதாக சிலர் தவறான கருத்துக் கொண்டிருக்கின்றனர். ஊழியர் நல அமைப்பு என்று பெயரிடப்பட்டு அதில் ஊழியர் பிரதிநிதிகள் இல்லாமல் இருப்பது வேடிக்கைதான் )
24.6.2016 இல் இந்த உத்திரவு வந்த போதிலும் , இந்த கமிட்டி 'ஆசுவாசமாக' நவம்பர் 2016 இல் தான் கூட்டத்திற்கான அறிவிப்பு செய்தது. அந்தக் கூட்டத்தில்

25.8.2017 - விநாயகர் சதுர்த்தி
28.9.2017 - ADDITIONAL HOLIDAY FOR DUSSEHRA
என்ற மூன்றும் விடுமுறை தினமாக முடிவு செய்யப்பட்டு 23.11.2016 அன்று அறிவிப்பு அவர்களால் வெளியிடப்பட்டது.
ஆனால் 14.1.2017 பொங்கல் பண்டிகை , அன்றைய தினம் இதர மத்திய அரசுத் துறை அலுவலகங்களுக்கு, ஏற்கனவே சனிக்கிழமை விடுமுறை தினம் என்பதால் , இந்த நாள் மற்றைய மூன்று விடுமுறை தினங்களில் ஒன்றாக தீர்மானிக்கப்படவில்லை. சனிக்கிழமை நம்முடைய அதிகார அமைப்புகளுக்கும் ( ADMINISTRATIVE OFFICES ) ஏற்கனவே விடுமுறை தினமானதால் ADDITIONAL HOLIDAY FOR DUSSEHRA என்று மூன்றாவது விடுமுறை தீர்மானிக்கப்பட்டது.
ஏமாந்த பொதி சுமக்கும் கழுதைகளாக அஞ்சல் துறையில் ஞாயிறு கூட ECOMMERCE DELIVERY க்கு பணிக்கப்படும் OPERATIVE பகுதி பெரும்பான்மை ஊழியர்கள் பொங்கலன்றும் பணிக்கு வரட்டுமே என்ற எண்ணம் காரணமாக இந்த நிலை ஏற்பட்டுள்ளதாகவே நாம் கருதுகிறோம்.
ஏனெனில், இந்தப் பிரச்சினை குறித்து மத்திய அரசு ஊழியர் மகா சம்மேளனம் மூலம் தற்போதைய CGEWCC இன் CHAIRMANஆகிய CENTRAL EXISE COMMISSIONER அவர்களை அணுகியபோது , NOVEMBER மாதத்தில் நடைபெற்ற கமிட்டி கூட்டத்திற்கு முன் கூட்டியே அழைப்பு அனுப்பியிருந்தும் அஞ்சல் பகுதியில் இருந்து உரிய அதிகாரிகள் எவரும் வந்து கலந்து கொள்ளவில்லை. அப்படிக் கலந்துகொண்டு அவர்கள் பகுதியில் உள்ள OPERATIVE ஊழியர் பிரச்சினை குறித்து சரியாக சொல்லியிருந்தால் நாங்கள் 14.1.2017 சனிக்கிழமையை பொங்கல் விடுமுறையாக அறிவித்திருப்போம் என்ற பதில் அளிக்கப்பட்டது.
14..1.2017 சனிக் கிழமை ஏற்கனவே இதர மத்திய அரசுத் துறை அலுவலகங்களுக்கு விடுமுறையானதால் ( INCOME TAX, CUSTOMS, CENTRAL EXISE, ACCOUNTANT GENERAL, CPWD,CENTRAL WATER BOARD ETC) அதற்குப்பதில் பட்டியலில் உள்ள வேறு ஒரு நாளை விடுமுறையாக தீர்மானித்ததாக நமக்குத் தெரிவிக்கப்பட்டது. ஆக, கோளாறு எங்கே என்று நம்மால் புரிந்து கொள்ள முடிகிறது.
மேலும், 23.11.2016இல் இந்த விடுமுறைப் பட்டியல் வந்த பிறகாவது இதில் உள்ள பிரச்சினை கவனிக்கப்பட்டிருக்கலாம் தானே என்று நீங்கள் கேட்பது புரிகிறது . சரி ! கவனிக்கப் படவில்லை . இந்தப் பிரச்சினை குறித்து பாராளுமன்றம் நோக்கிய பேரணிக்கு முன்னரே நம்முடைய சங்கங்களால் மாநில நிர்வாகத்தின் கவனத்திற்கு கொண்டு செல்லப்பட்ட பின்னரும் கூட இந்தப் பிரச்சினை குறித்து எந்தவித நடவடிக்கையும் எடுக்கப்படவில்லை.
டெல்லியில் இருந்து திரும்பிய பின்னர் நாம் CPMG அவர்களிடம் கடிதம் அளித்து நேரிடையாகப் பேசினோம். அப்போதுதான் அவருக்கு இந்தப் பிரச்சினையின் தீவிரம் புரிந்தது. அதுவரை அவரின் கவனத்திற்கு இந்தப் பிரச்சினை எடுத்துச் செல்லப்படவில்லையென்று நாம் அறிய வந்தோம், அவரும் உடன் இதன்மீது நடவடிக்கை எடுத்து பொங்கல் பண்டிகைக்கு விடுமுறை கட்டாயம் பெற்றுத் தருவதாக நம்மிடம் உறுதி அளித்தார். மேலும் மத்திய அரசு ஊழியர் மகா சம்மேளனம் மூலம் இந்தப் பிரச்சினையை பிரதம அமைச்சருக்கும் கடிதமாக கொண்டு சென்றோம்.
மீண்டும் CPMG அவர்களிடம் பணப்பிரச்சினை குறித்து பேசிய தினம், இது குறித்து அஞ்சல் மூன்று சங்கம் வலியுறுத்தியது. பிரச்சினை இந்த வாரத்தில் தீர்க்கப்படும் என்று மீண்டும் CPMG அவர்கள் உறுதி அளித்தார். இன்றைய தினம் STRIKE NOTICE அளிக்கச் சென்றபோது CPMG அவர்கள் PHILATELY கண்காட்சிக்கு சென்றிருந்ததால் அவரைப் பார்க்க இயலவில்லை. எனினும் , பொங்கல் பண்டிகை அன்று விடுமுறை பெறப்படவில்லையென்றால் , அன்றைய தினம் நம்முடைய NFPE சார்பாக பணிப் புறக்கணிப்பு செய்திடுவோம் என்பதை CPMG அவர்களிடம் தெரிவிக்குமாறு கூறிவிட்டு வந்துள்ளோம்.
ஊழியர்களின் உணர்வுகளுக்கு மதிப்பளிக்கக் கூடிய CPMG அவர்கள் இருப்பதாலும், அவரே நிச்சயம் இந்தப் பிரச்சினை தீர்க்கப்படும், விடுமுறை பெற்றுத் தரப்படும் என்ற உறுதி மொழியை இரண்டு முறை அளித்துள்ளதாலும் மாநிலச் சங்கங்கள் பொறுமை காக்கின்றன. எது எப்படி ஆனாலும், இப்படி 'இல்லாத ஒரு பிரச்சினை', இன்று 'பெரிய பிரச்சினை ' ஆக்கப்பட்டிருப்பது கண்டு வருந்துகிறோம்.
இது பிரச்சினை என்று தெரிந்தும், கடைசி நேரம் வரை இழுத்தடிக்கப்
படுவதும் வேதனை அளிக்கிறது. மாநில நிர்வாகத்தின் நல்லுறவை வேண்டி பொறுமை காக்கிறோம். இதன் பிறகாவது , நம் உணர்வுகளுக்கு மதிப்பளிக்கப்படும் என்றும், பிரச்சினை தீர்க்கப்படும் என்று முழுமையாக நம்புகிறோம். தீர்க்கப்படவில்லையெனில் நிச்சயம் பொங்கல் பண்டிகை நாளில் நாம் பணிப் புறக்கணிப்பு செய்திடுவோம் என்பதை இதன் மூலம் அறிவிப்பாகவே செய்கிறோம்.

15th Feb One Day Strike Postponed to 16th March 2017 due to State Assembly Elections

As Assembly Elections to five
states are announced to be held from Feb 4th to March 11th and Feb 15th
also a Polling date in two states, it is decided to postpone the proposed February 15th One Day Srike to 2017 March 16th Thrurday.
HOLI being on March 13th and celebrations in North India will continue
on 14th also, Strike date is fixed as 16th (sixteenth) March 2017.
There is no change in 10th January Program

Loads of coins await pensioners at ‘cashless’ post offices

CHENNAI: Facing a cash crunch due to demonetisation, India Post is planning to disburse pensions to senior citizens through coins, according to Chief Post Master General Tamil Nadu Circle Charles Lobo.
Lobo said the postal department is unable to pay the pensions of senior citizens due to the shortage of Rs 100 denomination notes in circulation.
“We have been able to disburse partial pension of Rs 500 but we are not able to disburse the full amount due to cash crunch faced by the banks,” Lobo said.“As a result, we are planning to disburse pension in the form of Rs 10 coins,” he said. The pension amounts of senior citizens, after being cleared by the Tahsildar, is routed through post offices in the form of a money order. While the State has moved some old-age pension accounts to banks, many continue to be with post offices.
“In Park Town, we have 66 elderly pensioners who are yet to be provided with Rs 1,000 pension. The issue is we are dependent on banks like State Bank of India, Indian Bank or Indian Overseas Bank for cash and most of the times we are unable to get it. This has resulted in severe cash crunch in rural areas, he added.
Interestingly, post offices would soon get cash directly from Reserve Bank of India once India Post starts banking operations in March. Lobo also said that inter-operability of ATMs of post offices with other banks have technically started from New Year but the scheme has yet to be inaugurated.
“Under this, the debit card issued to post office account holders can now be swiped at any bank ATM to access cash,” he said.
Currently, Post Office has issued one lakh debit cards to its account holders, according to data. “We are planning to issue another one lakh by January end,” Lobo added about the department’s plans.

Instructions from CPC(CBS) on Interoperable ATM in DOP
Dear All,
As
you are aware DOP ATMs are interoperable, however still under
observation for a week. As many ATMs were not online/kept open, patches
pushed centrally by switch team could not be deployed in such ATM sites.
Due to this non DOP ATM cards are not working in those ATM locations.
As per directorate orders all the DOP ATMs should be functioning and kept open 24X7. Hence, kindly
instruct all the ATM site located SOLs to personally check the ATM
screen by using other bank ATM cards and do some sample transactions. If
the other bank cards are not functional in those ATMs please
consolidate such ATM location details with ATM ID and SOLID for taking
up the issue with respective vendor for early rectification by
02/01/2017 1100 hrs positively.

Equipped with a wide network of core banking solution (CBS) branches, Pensioners and other savings bank account holders, including Monthly Income Scheme (MIS) account holders with the postal department need not hence-forth wait in long queues for withdrawal of cash. They could withdraw up to a maximum of Rs.10,000 at a time from any ATM in India with the ATM cards issued to them.
