வங்கிகளில் பணம் எடுப்பதற்கான விதிகள் நாளை முதல் தளர்த்தப்படும் -ரிசர்வ் வங்கி
மும்பை: வங்கிகளில் பணம் எடுப்பதற்கான விதிகள் நாளை முதல் தளர்த்தப்படும் என்றும், பணத்தை 500, 2,000 ரூபாய் நோட்டுகளாக பெற்றுக்கொள்ளலாம் என்றும் ரிசர்வ் வங்கி தெரிவித்துள்ளது.
கறுப்பு பணம் மற்றும் கள்ள நோட்டை ஒழிப்பதற்காக நவம்பர் 8 ம் தேதி இரவு பிரதமர் மோடி பழைய 500 மற்றும் 1000 ரூபாய் நோட்டுகள் செல்லாது என அறிவித்தார். பழைய நோட்டுகளை டிசம்பர் 30 ம் தேதிக்குள் வங்கி மற்றும் தபால் நிலையங்களில் கொடுத்து மாற்றி கொள்ள வேண்டும் எனவும் அறிவிக்கப்பட்டது. இதையடுத்து, தங்களிடம் உள்ள பணத்தை பொதுமக்கள் வங்கிகளில் டெபாசிட் செய்து வருகின்றனர்.
அதன்படி நவம்பர் 10-ந் தேதி முதல் நவம்பர் 27-ந் வரை ரூ.8.11 லட்சம் கோடி பணம் டிபாசிட் செய்யப்பட்டுள்ளதாக ரிசர்வ் வங்கி தெரிவித்துள்ளது. மேலும் ரூ.2.16 லட்சம் கோடி பணம் வங்கி கணக்கில் இருந்து எடுக்கப்பட்டுள்ளதாகவும் ரூ.33,948 கோடி மதிப்பில் பழைய ரூபாய் நோட்டுகளை கொடுத்து புதிய நோட்டுளை மாற்றம் செய்துள்ளதாக ரிசர்வ் வங்கி தெரிவித்துள்ளது.
மேலும், வங்கிகளில் பணம் எடுப்பதற்கான விதிமுறைகள் நாளை முதல் தளர்த்தப்படும் என ரிசர்வ் வங்கி அறிவித்துள்ளது. வாடிக்கையாளர்களின் தேவையை பரீசிலித்து தேவைப்படும் பணத்தை வழங்க வங்கிகளுக்கு ரிசர்வ் வங்கி அறிவுறுத்தியுள்ளது. கட்டுப்பாடுகளால் பொதுமக்கள் பணத்தை வங்கிகளில் டெபாசிட் செய்ய தயங்குவதை போக்க இந்த நடவடிக்கை எடுக்கப்பட்டுள்ளதாக ரிசர்வ் வங்கி வெளியிட்டுள்ள அறிவிப்பில் தெரிவிக்கப்பட்டுள்ளது. ஏற்கனவே வங்கி கணக்கில் இருந்து ரூ.24,000 மட்டுமே எடுத்துக் கொள்ள அனுமதி வழங்கப்பட்டிருந்தது குறிப்பிடத்தக்கது.

Search for higher rates ends at post offices, govt bonds
MUMBAI: Investors are rushing to lock money into post office deposits and a government bond, which are yet to cut interest rates even as banks lower deposit rates.A bank deposit now pays a maximum of 7%, while post office deposits pay 7.8% and the government bond pays 8%.
"There is a rush amongst investors to lock into longer-tenure products and where there is no announcement of rate cuts so far," said Vikram Dalal, managing director, Synergee Capital.
For retirees and other investors living on interest income from deposits, financial advisors said, the government savings bonds, which have a tenure of six years for small investors, make sense.
"There is no reinvestment risk as you can lock in at a rate as high as 8% for 6 years. It works well for those whose income is not subject to tax or who are in the marginal tax bracket," said Dalal. The minimum investments amount is Rs 1,000 and there is no ceiling on the upper limit. The bonds are issued in physical form.
"The only drawback of this product is that it is illiquid since they are not traded and cannot be encashed in an emergency.However, investors can opt to take a loan on this product, says Anup Bhaiya, MD, Money Honey Financial Services.
Interest rates on bank fixed deposits fell post demonetisation. Banks like SBI, ICICI Bank,HDFC Bank, Kotak Bank have all cut fixed deposit rates by 15-25 basis points (100 basis points is equivalent to 1%).
Post the rate cuts, a five year fixed de posit fixed de posit from State bank of Indiafetches 6.5%, while HDFC Bank gives 6.75%. Taking a cue from banks, finance companies too have lowered deposit rates. HDFC now offers 7.65% for a five-year deposit, whileGruh Finance is offering 7.5%.
"The banking system is flush with liquidityand there are not enough avenues to deploy money .Given this and expected rate cuts, fixed deposit rates could head even lower in the coming months," says Shankar S, financial planner at Credo Capital.

Rs 32,631 cr deposited in Post offices since demonetisation
New Delhi, Nov 27 (PTI) People have deposited a staggering Rs 32,631 crore in nearly 1.55 lakh post offices across the country following demonetisation of Rs 500/1000 currency notes.
The post offices have also exchanged about Rs 3,680 crore of old currency notes between November 10 and 24, Department of Posts Secretary B V Sudhakar told PTI.
"From November 10 to November 24, we have exchanged 578 lakh notes of value of about Rs 3,680 crore. If you look at the deposits, 43.48 crore old Rs 500 and Rs 1000 notes were accepted as deposits, and their value is about Rs 32,631 crore," he said.
As many as 1.55 lakh post offices -- about 1.30 lakh in rural areas and the rest 25,000 in urban and semi-urban areas -- are playing a "prominent role" in the entire exercise, he added.
During the same period, Rs 3,583 crore was withdrawn from post offices, Sudhakar said.
Following demonetisation of Rs 500 and Rs 1000 notes from midnight of November 8, people rushed to banks and post offices to deposit or exchange old currency notes. Serpentine queues were seen in front of banks, ATMs and post offices with people lining up to get valid currency notes.
Those without postal savings accounts were also permitted to exchange the old notes up to a certain limit in the post offices by producing their identity cards.
While the window of a fortnight to exchange these currency notes over-the-counter at banks and post offices ended on November 24, the old notes can be deposited in bank accounts until December 30.

வருமானத்திற்கு அதிகமான பணம் டெபாசிட் செய்தால் 200% அபராதம்: வருமான வரித்துறை செயலர்
டெல்லி: வருமானத்திற்கு அதிகமான பணம் வங்கி கணக்கில் செலுத்தினால் 200 சதவீதம் அபராதம் விதிக்கப்படும் என வருமான வரித்துறை செயலாளர் அறிவித்துள்ளார்.
நாட்டில் தற்போது புழக்கத்தில் உள்ள 500 மற்றும் 1000 ரூபாய் நோட்டுகள் செவ்வாய்க்கிழமை நள்ளிரவு 12 மணி முதல் செல்லாது என்று பிரதமர் மோடி அதிரடியாக அறிவித்துள்ளார். இந்த திட்டம் உடனடியாக அமலுக்கு வந்துள்ளது. இதனால் சிறு வியாபாரிகள் முதல் பெரிய கடைகளிலும் பண பரிமாற்றத்தில் பாதிப்பு ஏற்பட்டது.
இந்த நிலையில் வருமானத்திற்கு அதிகமான பணம் வங்கி கணக்கில் செலுத்தினால் 200 சதவீதம் அபராதம் விதிக்கப்படும் என வருமான வரித்துறை செயலாளர் அறிவித்துள்ளார். அதன்படி நவம்பர் 10ம் தேதி முதல் டிசம்பர் 30ம் தேதி வரை வங்கிகள், தபால் நிலையங்களில் டெபாசிட் செய்யப்படும் பணம் குறித்து விபரங்கள் சேகரிக்கப்படும்.
அதில் 2.5 லட்சத்திற்கு மேல் பணப் பரிவர்த்தனைகள் செய்யப்பட்ட வங்கி கணக்கு வைத்திருப்பவர்கள் பட்டியல் எடுக்கப்பட்டு அவர்களின் வருமானத்துடன் ஒப்பிட்டு பார்க்கப்படும் எனவும் வருமான வரித்துறை செயலாளர் கூறியுள்ளார்.
மேலும் 500, 1000 ரூபாய் நோட்டுக்களை டெபாசிட் செய்யும் தொகை வருமானவரி கணக்குடன் ஒப்பீடும் எனவும், வங்கிகளில் ரூ.2 லட்சம் வரை டெபாசிட் செய்யும் சிறு வணிகர்கள் இதுபற்றி கவலைப்பட தேவையில்லை எனவும் அவர் கூறியுள்ளார். நகைக் கடைகளில் பான் கார்டு பெற்றே நகை விற்பனை செய்ய வேண்டும் எனவும் நகை உரிமையாளர்கள் பான் எண்ணை கட்டாயம் வாங்க வேண்டும் எனவும் கூறினார்

அதே அலுவலகத்தில் கணக்கு வைத்திருந்தால் அடையாள சான்றிதழ்கள் தேவையில்லை .வேறுஒரு அலுவலகத்தில் உள்ள கணக்கு இருந்தால் நிச்சயம் அடையாள சான்றிதழ்கள் வாங்கியாக வேண்டும் .இது 10.11.2016 முதல் 30.12.2016 வரை பொருந்தும் .
3.பணம் எடுப்பதற்கு நாளொன்றுக்கு ரூபாய் 10000 எனவும் வாரம் ஒன்றிக்கு ரூபாய் 20000 எனவும் நிர்ணயிக்க பட்டுள்ளது .கிளைஅஞ்சலகங்களை பொறுத்தவரை நாளொன்றுக்கு ரூபாய் 5000 எனவும் வாரத்திற்கு ரூபாய் 20000 எனவும் நிர்ணயிக்க பட்டுள்ளது .இதுவும் 10.11.2016 முதல் 24.112016 வரை தான் பொருந்தும் .

பாரதபிரதமர் அவர்களின் அறிவிப்பினை தொடர்ந்து அஞ்சலகங்களில்
(Withdrawn Old Series ) WOS குறித்து அஞ்சல் வாரிய உத்தரவு SB ORDER NO 12/2016 பாரீர்
1.தலைமைஅஞ்சலகங்களிலும் ,துணை அஞ்சலகங்களிலும் பழைய 500 மற்றும் 1000 ரூபாய் நோட்டுகளை மாற்றவும் /சேமிப்பு கணக்குகளில் வரவு வைக்கவும் முன்னுரிமை அளிக்கப்படும் .
பழைய 500/1000 நோட்டுகளை மாற்ற வருபவர்களிடம் பூர்த்தி செய்யப்பட்ட Annxeure 2 படிவத்துடன் தேவையான செல்லுபடியாகும் அடையாள சான்றிதழை பெற்று கொண்டு ரூபாய் 4000 வரை மதிப்பிலான ரூபாயை கொடுக்கலாம் .இது 10.11.2016 முதல் 24.11.2016 வரை மாற்றலாம்
2.WOS நோட்டுகளை SB கணக்கில் டெபாசிட் செய்ய உச்சவரம்பு ஏதுமில்லை .( கிளை அஞ்சலகங்களுக்கு அதிகபட்ச தொகை ரூபாய் 25000 என்பதில் மாற்றம் இல்லை ).
அதே அலுவலகத்தில் கணக்கு வைத்திருந்தால் அடையாள சான்றிதழ்கள் தேவையில்லை .வேறுஒரு அலுவலகத்தில் உள்ள கணக்கு இருந்தால் நிச்சயம் அடையாள சான்றிதழ்கள் வாங்கியாக வேண்டும் .இது 10.11.2016 முதல் 30.12.2016 வரை பொருந்தும் .
3.பணம் எடுப்பதற்கு நாளொன்றுக்கு ரூபாய் 10000 எனவும் வாரம் ஒன்றிக்கு ரூபாய் 20000 எனவும் நிர்ணயிக்க பட்டுள்ளது .கிளைஅஞ்சலகங்களை பொறுத்தவரை நாளொன்றுக்கு ரூபாய் 5000 எனவும் வாரத்திற்கு ரூபாய் 20000 எனவும் நிர்ணயிக்க பட்டுள்ளது .இதுவும் 10.11.2016 முதல் 24.112016 வரை தான் பொருந்தும் .
4.அஞ்சலக ஊழியர்கள் குறிப்பாக கவுண்டர் பணியில் உள்ளவர்கள் இது குறித்து போதுமான உணர்திறனும் --இந்த உத்தரவுகளை கண்டிப்பாக கடைப்பிப்பவர்களாகவும் இருக்கவேண்டும் .

MEETING ON ALLOWANCES
A meeting on Department of Posts specific allowances was held with the Committee on allowances under chairmanship of Secretary Finance and secretary Expenditure. From Department of Post, Secretary (Post), Member (Personal), DDG (Personal), DDG (Estates) , DDG(Estt. & SR), Director Estt. attended the meeting. From Staff Side Com. R.N. Parashar, Secretary General NFPE,Shri Theagarajan, Secretary General FNPO & Shri S.K. Mishra , Secretary General, BPEF, participated in the meeting. Many other officers of DOP&T, Finance, Health Ministries also participated.
Three meetings were held with Department and Administration and Unions after discussing threadbare came to conclusion and accordingly presentation was prepared which was presented before the Committee. Secretary (Finance) shown much interest and he asked so many questions and raised queries on each allowance and asked the Department to submit a report on financial implications.
The meeting was concluded in a very co-ordial manner and we should hope for positive outcome. On the following allowances we submitted our proposal which is mentioned below:
Fixed Monetary Compensation to Postman:
Proposal: Not to abolish the allowance. It is proposed to grant Rs.300/- per day for additional full beat and Rs.150/- per day for sharing of beat(half beat) and further proposed to increase by 25% every time when DA reaches at 50%.(Department earlier proposed that allowance as Rs.200/- and Rs.100/- but on the demand of Federations, now it is proposed same as Rs.3oo/- and Rs.150/-
Special Allowance to PO & RMS Accountants:
Proposal: The allowance is required to be continued as this special allowance has been sanctioned in lieu of higher pay scale. If abolished, one increment is to be allowed on promotion which costs more to the Department. Therefore, it is proposed to grant special allowance equivalent to one increment which will be kept separately and not to be added in the basic pay. Other conditions applicable to present allowance will remain in force. (i.e. if this allowance is drawn for three years it will be added to basic pay while pay fixation on promotion.)
Cycle Allowance to Postman:
Proposal: Must be retained while doubling the amount to Rs.180 p.m. and further increase by 25% every time the DA increases by 50%
Cash Handling and Treasury Allowance:
Proposal: The Cash Handling Allowance should be retained and need to be doubled and further increase by 25% every time the DA increases by 50%.
Fixed Medical Allowance:
Proposal: 33 Postal Dispensaries may be merged with CGHS.
All Postal Pensioners irrespective of their participation in CGHS while in service should be covered under CGHS after making requisite subscription.
Till such time, the FMA may be allowed @ Rs.2000/- per month enhancing from Rs.500/- p.m. being paid at present.
Headquarter Allowance:
Proposal: Proposes to retain the Headquarters Allowance at the uniform rate of 10% of the basic pay subject to ceiling of Rs.9000/- per month.
Overtime Allowance:
Proposal: Department recommends to grant additional duty allowance in lieu of OTA in operative offices only for performing additional duty of absentee official.
It is proposed Rs. 100/- per hour maximum of three hours in a day and further increase by 25% every time the DA increases by 50%.
Besides these we demanded S.B. Allowance and Supervisory allowance to be continued and enhanced proportionately.
