Gramin Dak Sevaks Committee chairman Sri Kamalesh Chandra has submitted its report to the Secretary, Postal Board on 24th November 2016. Due to the series of agitational programmes of AIGDSU like Dharna’s at all levels the department published the GDS committee report on 19thJanuary 2017. AIGDSU issued indefinite strike notice also demanding early publication of GDS Committee Report.

There is no exaggeration to say that more than 80% suggestions of AIGDSU memorandum has been taken into consideration. The committee has not attempted to analyse the justification of GDS demand for grant of Civil Servant Status of the GDS stating that the matter is presently subjudice and hence left to the out come of the court case.

Was the 7th CPC Allowance Committee Report submitted to the government as early as February 22?

A high-level committee, under the chairmanship of Finance Secretary Ashok Lavasa was constituted by the Central Government to review the Seventh Pay Commission’s recommendations regarding the allowances being given to the Central Government employees. According to information, the committee had already submitted its report on February 22.

Irrespective of who possesses the report now – the committee or the government – what is more intriguing is the recommendations that it contains.

7th Pay Commission: Committee on Allowances to submit report today and allowance hike from April 1, says NJCA chief

NJCA chief Shiv Gopal Mishra confirmed that the allowances report would be submitted on Wednesday.

New Delhi, Feb 21: Committee on allowances, headed by Finance Secretary Ashok Lavasa, will submit its report tomorrow, claims National Joint Council of Action (NJCA) convenor Shiv Gopal Mishra. Central government employees were expecting the report to be tabled by Monday. However, the committee delayed the submission due to unspecified reasons. The report would pave the way for the implementation of hiked allowances as per the revised 7th Pay Commission recommendations.

Dear comrades

We know that all of you are in the midst of hectic preparation and campaign for making the 16th March Strike action a great success. As has been explained in the article, which we have placed on our website, the NDA Government, led by BJP has exhibited the worst anti-employee attitude in the post independent era of our country. This Government has treated its own employees as its worst enemy. The decision taken by the Union Cabinet on 29th June, 2016 rejecting even the recommendations made by the high level committee chaired by the Cabinet Secretary was unprecedented. Even the setting up of various committees was nothing but an eye wash. Nothing will come out of that. Even the NPS Committee on which the young comrades had pinned some hope of at least getting a minimum guaranteed pension will produce nothing. The discussions at the JCM fora has been converted into mostly monologues i.e. the official side simply listening and not reacting. The Government, it appears, has made the Pension department to reject the one and only recommendation of the 7th CPC which was considered to be positive i.e. Option No.1 for pensioners on the specious ground that the same is not feasible to be implemented. The allowances committee has dilly dallied its deliberation and would now submit its report after the extended period of 6 months expires on 22.02.2017. Even if they make any positive recommendation, which is seldom expected, the NDA Government would not act upon it. They have very successfully postponed the payment of the revised allowanced for 15 months.

ARREARS ON ALLOWANCES INCLUDING HRA AND TRANSPORT ALLOWANCE IS GOING TO BE REJECTED

Now it has become clear that the Government has constituted the Allowance Committee headed by Finance Secretary, mainly to delay the implementation of enhanced allowances and finally deny the arrears by implementing the revised allowance either from 01-01-2017 or from 01-04-2017. The four months time fixed for the Allowance Committee is already extended to six months upto 22-02-2017. Reserve Bank Governor, Dr. Urjit Patel had hinted to the media that the burden of payment of arrears during this financial year will not be there, meaning that Government may not give retrospective effect to the revised allowances. The RBI Governor, Dr. Urjit Patel made the following observations, which is published in the RBI website.

Will the Minister of COMMUNICATIONS be pleased to state:

 

(a) whether Government has changed the designation of Postman distributing letters in villages to Postmaster;

 

(b) whether this change in designation has been done only in the State of Rajasthan or it has been done at national level;

 

(c) whether it is a fact that the pay scale of Postmaster ranges from ` 4500 to ` 13,000;

 

(d) whether this pay scale remains even lower than that a Central fourth class employee; and

 

(e) if so, the steps being taken by Government to provide proper pay scale to Postmaster distributing mails from one village to another?

(a) No, Sir. Gramin Dak Sevak Branch Postmaster (GDS BPM) or Gramin Dak Sevak Mail Deliverer distribute letters in villages.

 

(b) Does not arise in view of (a) above.

 

(c) No, Sir.

 

(d) Yes Sir. However, there is no comparison in the pay scales of these two cadres since Central fourth class (now termed as Multi Tasking Staff – MTS) are regular employees whereas Gramin Dak Sevaks are part-time sevaks.

 

(e) The allowances of Gramin Dak Sewaks are revised periodically as in the case of Central Pay Commission.

Opening of the first batch of new Post Office Passport Seva Kendras 

The Ministry of External Affairs (MEA) and the Department of Posts (DOP) announced on 24 January, 2017 their decision to utilize the Head Post Offices (HPO) in the various States as Post Office Passport Seva Kendra (POPSK) for delivering passport related services to the citizens of our country. The objective of this partnership is to extend passport services on a larger scale and to ensure wider area coverage.

Government employees are, however, yet to enjoy the full benefits of the recommendations with the decision on allowances still to be announced.

The 7th pay commission recommendations cover more than one crore government employees and pensioners. The commission recommended a 14.27 per cent hike in basic pay.

7th Pay Commission: Is Modi government deliberately delaying higher allowances?

New Delhi, Feb, 9 : Prime Minister Narendra Modi led government has been delaying the implementation of higher allowances under the 7th Pay Commission since July last year. After the Cabinet approved the 7th Pay Commission, the government started paying higher basic pay with arrears, effective from January 1, 2016 to its employees. The 7th Pay Commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances, which triggered resentment among central government employees. The issue of higher allowance has been waiting government’s approval since seven months. Central government employees are also seeking arrears on allowances from January 2016.

Central Government Employees expect 2% DA for January 2017

New Delhi: Central government employees expect a 2 percent dearness allowance in the salary from January 2017.

As per a blog of central government employees, "In case All India Consumer Price Index(AICPIN) is less than 277 for Nov and Dec 2016, then Dearness Allowance from January 2017 will be 2 percent. The employees feel that due to the impact of demonetisation, AICPIN Value may be volatile in the coming months.

The AICPIN for December 2016 was released by the Labour Department on January 31 at 275.

Though this is not the final figure because the Union are protesting against the DA %, added the blog.

The move is likely to bring relief to around 50 lakh employees working with the central government as well as 58 lakh more pensioners.

Provision of dearness allowance and dearness relief is made to the employees and pensioners so as to neutralise the effect of price rise on their salary and saving.

To increase citizens' access to passport services, particularly in remote regions, finance minister Arun Jaitley announced that head post offices of each district would be used to render passport services. 

"Our citizens in far flung regions of the country find it difficult to obtain passports and redress passport related grievances. We have decided to utilise head post offices as front offices for rendering passport services," he said. 

This decision was announced on January 25 by minister of state for external affairs VK Singh and his counterpart in the telecom ministry Manoj Sinha. 

Secretary (CPV) D Mulay had then said, "This is for the first time minister of external affairs will be formally giving the powers under Passport Act to the post office. It's a unique feature where one ministry is giving the power to another ministry to act on its behalf, so in a sense postal officers will actually be exercising powers under the Passport Act."

The MEA will train post office officials in passport services.

New Delhi, February 2: A day after Budget 2017 was tabled in the Parliament by Finance Minister Arun Jaitley, the Central Government employees were upset as the Union Minister nowhere mentioned any increase in the hike of allowances in the 7th Pay Commission. But the members of National Joint Action Committee (NJCA) are an optimist about the implementation of 7CPC and believe that the government will come up with some positive news on April 1. The NJCA also believe that the Union Government will be implementing the 7CPC latest by April 1, after the end of financial year.

New Benefits announced for NPS Subscribers in Union Budget 2017-18

In a bid to provide further impetus to the National Pension System (NPS), the following provisions have been introduced in the Finance Bill 2017 laid down in the Parliament today. 

Tax-exemption to partial withdrawal from National Pension System (NPS) 

The existing provision of SECTION 10(12A)of the Income Tax Act, 1961 provides that payment from National Pension System (NPS) to a subscriber on closurer of his account or opting out shall be exempt up to 40% of total corpus at the time of withdrawal . The amount utilized for purchase of annuity is also tax exempt. At the time of normal exit, 40% of the total corpus is mandatorily required to be purchased for annuity. The subscriber has the option to use higher amount for purchase of annuity.

This is regarding transfer of money of those GDS enrolled under SDBS subsequently being absorbed /promoted to a regular Departmental post. Under this circumstances the GDS are required to quit the SDBS scheme immediately and apply for transfer the accrued accumulations in their PR Account under the SDBS as well as accrued severance amount earned till their date of such absorption/regular appointment to their new account under New Pension Scheme.

Hence you are requested to identify such cases in the units under your jurisdiction & supply them prescribed SDBS-1 to apply. SDBS-I forms duly filled by the applicant & enlisted by the Divn in form SDBS-2 may please be sent to this office for onward submission to the NSDL for transfer of money to the new account as well as deactivating the old one.
