OFFICE MEMORANDUM

Subject: Grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.

2. Consequent upon the decision taken by the Government on the recommendations of the 7th Central Pay Commission on Allowances (with modifications), sanction of the President is hereby conveyed for enhancement of the amount of Fixed Medical Allowance from Rs.500/- to Rs.1000/- per month. The other conditions for grant of Fixed Medical Allowance shall continue to be as contained in this Department’s OMs No. 45/57/97-P&PW(C) dated 19.12.1997, 24.8.1998, 30.12.1998, 18.8.1999 and OM No. 4/25/2008-P&PW(D) dated 19.11.2014.

3. These orders will take effect from 01.07.2017.

 தென்மண்டலத்தில் புதிதாக பொறுப்பேற்ற இயக்குனர் திரு .பவன்குமார் சிங் IPS அவர்களை நேற்று 03.07.2017 அன்று மதுரையில் தோழர்கள்  மதுரை கோட்ட செயலர்    சுந்தரமூர்த்தி ,திண்டுக்கல் கோட்டசெயலர் மைக்கேல் சகாயராஜ் கன்னியாகுமரி கோட்டசெயலர் சுரேஷ் குமார்  உள்ளிட்ட தோழர்கள் மரியாதை நிமித்தமாக  சந்தித்து வாழ்த்துக்களையும் நமது எதிர்பார்ப்புகளையும் தெரிவித்தோம் ..இதற்கு எங்களுக்கு அனுமதி அளித்து ஊக்கப்படுத்திய மாநில செயலர் தோழர் JR அவர்களுக்கும் எங்கள் நன்றியை முதலில் தெரிவித்து கொள்கிறோம் .நமது கருத்துக்களை மிகவும் பொறுமையுடனும் பெருந்தன்மையுடனும் கேட்டுக்கொண்ட இயக்குனர் அவர்கள் கடந்த கால நிகழ்வுகள் இனி தொடராது குறிப்பாக ஒழுங்கு நடவடிக்கைகளில் ரிவியூ மற்றும் தண்டனைகளை உயர்த்துவது என்பதெல்லாம் இருக்காது  ஒரு இணக்கமான சூழலில் நாம் இணைந்து பணியாற்றுவோம் என்று மிக நம்பிக்கையான வார்த்தைகளை சொன்னது எங்களுக்கெல்லாம் மட்டற்ற மகிழ்ச்சியாக இருந்தது .கடந்த காலங்களில் சிறு சிறு CLERICAL ERROR கும் வழங்கப்பட்ட தண்டனைகள் இன்னும் தீர்க்கப்படாமல் இருக்கும் நிலை --RULE 16 யை அவர்களே RULE 14 ஆக மாற்றிய கொடுமை இவைகளையெல்லாம் மிக தெளிவாக இயக்குனர்களின் கவனத்திற்கு எடுத்து சென்றுள்ளோம் .நீண்ட நாட்களுக்கு பிறகு ஒரு  மனிதாபிமானமிக்க ஒரு இயக்குனரை தென்மண்டலம் பெற்றிருக்கிறது .அவர்களுக்கு நாம் அனைவரும் முழுமையான ஒத்துழைப்புகளை நல்கி ஊழியர்களின் பாதிப்புகளை களைய மாநிலச்சங்கத்தின் வழிகாட்டுதல்களோடு நம்பிக்கையோடு பணியாற்றுவோம் .

முன்னதாக நமது மாநில சங்க வழிகாட்டுதலின் படி நமது PMG அவர்களை முன்னனுமதி பெற்று சந்தித்து தென்மண்டல பிரச்சினைகளை குறித்து விவாதித்தோம் .முதலாவதாக தென்மண்டலத்தில் கேடர் சீரமைப்பில் பாதிக்கப்பட்ட ஊழியர்களுக்கான இடமாறுதல்களில் மாற்றங்கள் குறித்து விவாதித்தோம் .நிட்சயமாக CLEARVACANT உள்ள இடங்களை சுட்டிக்காட்டி விண்ணப்பிப்பவர்களுக்கு உதவி செய்வதாக உறுதி அளித்தார்கள் (கேடர் இடமாறுதலில் மேல்முறையிடு செய்தவர்கள் யாரும் புதிய இடங்களில் கோட்ட நிர்வாகம் கட்டாயப்படுத்தினாலும்JOIN பண்ண வேண்டாம் )மேலும் நமது மண்டலத்திற்குள்ளான RULE 38 இடமாறுதல் --TEMPORARY இடமாறுதல் குறித்தும் பேசினோம் .இனிமேல் RULE 38 இடமாறுதல் பதிவுகள் வெளிப்படையாக இருக்கும் யார் வேண்டுமானாலும் தங்களது WAITING LIST என்ன என்பதை தெரிந்துகொள்ள ஒரு வெளிப்படையான தன்மை கடைப்பிடிக்கப்படும் என்றும் தெரிவித்தார்கள் .PMG அவர்களுடனான சந்திப்பும் மிக பயனுள்ளதாக இருந்தது .
                                     மதுரை பயிற்சி மையமும் பொலிவு பெறுகிறது 
நமது இயக்குனர் அவர்கள்தான் மதுரை PTC கும் பொறுப்பு இயக்குனர் என்பது நமது ஊழியர்களுக்கு மேலும் ஒரு மகிழ்ச்சி .இனி மனஉளைச்சல்கள் இன்றி ஊழியர்கள் பயிற்சி மையங்களுக்கு செல்லலாம் காரை கும்பிடனும் யாரை கும்பிடனும் என்ற குழப்பங்கள் இருக்காது .
                          மாநிலச்சங்கத்திற்கு ஒரு வேண்டுகோள் 
கடந்த 7 ஆண்டுகளில் தென்மண்டலத்தில் நடந்த ப ழிவாங்கல்களை நிவிர்த்தி செய்யும் ஒரு நல்ல தருணம் கிடைத்திருக்கிறது .இனிமேல் எந்த கோட்ட அதிகாரிகளும் மேலிடத்து உத்தரவு என்று ஊழியர்களை சிரமப்படுத்த முடியாது .ஆகவே தேங்கிக்கிடக்கும் தென்மண்டல பிரச்சினைகளை சேகரித்து மண்டல நிர்வாகத்தின் கவனத்திற்கு கொண்டு சென்று தென்மண்டல ஊழியர்களுக்கு நமது பேரியக்கத்தின் மீது புது நம்பிக்கை ஏற்பட மாநில சங்கம் விரைந்து நடவடிக்கை எடுக்க ஒட்டுமொத்த தென்மண்டல கோட்ட /கிளை செயலர்கள் சார்பாக கேட்டுக்கொள்கிறோம் ..முதலில் திருநெல்வேலி பிரச்சினைகளை பேசமட்டும் தான் அனுமதி பெற்றிருந்தாலும் மாநில செயலர் தோழர் JR அவர்களின் முழு முயற்சியால் அநேக கோட்ட பிரச்சினைகளை சேர்த்து  பேசிட எங்களுக்கு நல்லதொரு ஆலோசனைகளை வழங்கிய தோழர் அருமைத்தலைவர் KVS அவர்களுக்கும் சுந்தரமூர்த்தி அவர்களுக்கும் எங்கள் நன்றிகளை தெரிவித்து கொள்கிறோம் .

Opening of new Post Office Passport Seva Kendras (POPSK) in the Second Phase 

The Ministry of External Affairs (MEA) and the Department of Posts (DOP) have decided to utilize the Head Post Offices (HPO)/ Post Offices in the country as Post Office Passport Seva Kendra (POPSK) for delivery of passport related services to the citizens of the country. The objective of this partnership is to extend passport related services on a larger scale and to ensure wider area coverage. In the first phase, it has been decided to open 86 POPSK in the country. 52 POPSK have become functional. MEA and DOP are working closely for the operationalization of passport related services at the remaining 34 POPSK in the first phase.

Following the successful functioning of these POPSK and the positive response received from the people, MEA and DOP have now decided to open another 149 POPSK at the following places to take the total number of POPSK to 235 in the country:

Allowance Committee took almost 12 months for examining only 52 allowances!! BJP Government is deliberately delaying the revised allowances to deny arrears.

NPS Committee is for further strengthening NPS and not for withdrawal of NPS or for guaranteeing minimum pension as 50% of last pay drawn.

HSG II /HSG I பதவிகளை தற்காலிகமாக நிரப்பிட மாநில நிர்வாகத்தின் வழிகாட்டுதல் ஆணை

AGITATIONAL PROGRAMME

CHARTER OF DEMANDS

1.    Filling up of all vacant posts in all cadres of Department of Posts i.e. PA, SA, Postmen, Mailguard, Mailmen, Drivers and Artisans in MMS,MTS, PACO, PASBCO, Postal Accounts and GDS.

2.    Implementation of positive recommendations of GDS committee Report. Grant of Civil Servant status to GDS.

3.    Membership verification of GDS and declaration of result of regular employees membership verification.

4.    Stop all types of harassment and victimization in the name of new schemes and technology induction and under contributory negligence factor and Trade Union victimization.

5.    Payment of Revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6^th& 7^th CPC and settle other issues of casual labourers.

6.    Stop Privatization, Contractorization and outsourcing.

7.    Implement Cadre Restructuring for left out categories i.e. RMS, MMS, PACO, PASBCO, Postmaster Cadre Postal Accounts etc. and accept the modifications suggested by Federation before implementation of cadre restructuring in Postal Group ‘C’.

8.    Provision of CGHS facilities to Postal Pensioners also as recommended by 7^th CPC.

9.    Withdraw NPS (Contributory Pension Scheme). Guarantee 50% of last pay drawn as minimum pension.

10.  Implement five days week working for operative staff in the Postal department.

Aadhaar enrollment at Post Offices from July

City residents may visit post offices to enrol themselves for the Aadhaar cards from July.

The postal department is in the process of identifying designated post offices across the State to function as centres for Aadhaar enrollment and updating.

The department has planned to implement the project at head post offices in 12 places — Chennai, Puducherry, Kanniyakumari, Madurai, Tiruchi, Coimbatore, Erode, Salem, Tiruppur, Dindigul, Vellore and Tirunelveli. These select post offices would enable residents to enrol themselves for Aadhaar cards and update details such as mobile numbers and address.

Officials of the postal department said while residents may be able to enrol for Aadhaar cards only in select head post offices, they may approach any branch post office with a computerised network for updating details in the Aadhaar card.

Postmaster General in charge (Chennai city region) J.T.Venkateswarulu said besides 12 head post offices, 2,515 sub post offices have been identified to provide the facility across the State.

Reaching rural areas

This would be beneficial particularly for residents in rural pockets as post offices have a better reach.

Two staff members would be involved in providing the service in each post office. “We have trained 100 postal personnel who will in turn train other employees across the State. We are procuring equipment for registering biometric identification of residents,” he said.

The project would be implemented at a cost of ₹80 lakh. In Chennai, Anna Road head post office is likely to chosen as designated post office for Aadhaar enrolment, officials said.
