Verification of qualifying service after 18 years service and 5 years before retirement

Sub: Verification of qualifying service after 18 years service and 5 years before retirement.
It has been observed by this Department that processing of pension cases of the employees retiring from the government service quite often get delayed on account of the issues relating to verification of service from time to time by the concerned authorities during the service of the concerned employee. Although detailed instructions regarding verification of service have been issued by Department of Personnel & Training and by this Department, these instructions are not meticulously adhered to resulting in delay in sanctioning of retirement benefit of the employees.
2. Rule 32 of the CCS (Pension) rules, which existed prior to December, 2012 provided for issuing of a certificate in Form 24 by the Head of Office in consultation with by the Account Officer regarding completion of qualifying service of 25 years. These rules have been amended subsequently and as per the existing provisions, a certificate regarding qualifying service is required to be issued by the HOO after completion of 18 years of service and again 5 years before the date of retirement of an employee. Rule further provide that verification done under that rule shall be treated as final and shall not be reopened except when necessitated by a subsequent – change in the rules and orders governing the conditions under which the service qualifies for pension.
3. It has been noticed that the certificates regarding qualifying service are not invariably issued to the government servant as required under the rules. All Ministries/Departments etc. are therefore requested to bring these provisions to the notice of Heads of Offices and PAOs for strict compliance. Non-compliance of this statutory requirements may be viewed seriously.
4. In order to review status regarding compliance of these rules, all Ministries/Departments are requested that the information may be collected from all establishments / office under them and the same may be compiled and sent to this Department by 15th October, 2015 in the enclosed proforma.

DTE ALSO ISSUED ORDERS AGAINST UNETHICAL PRACTICE OF SPLITTING OF ACCOUNTS INTO LOWER DENOMINATION
அன்புத் தோழர்களே வணக்கம் ! ஏற்கனவே நம்முடைய அஞ்சல் மூன்று மாநிலச் சங்கம் அறிவித்து நடத்திய 17.02.2015 மற்றும் 27.02.2015 இரு கட்ட போராட்டங்களின் விளைவாக கடந்த 24.02.2015 அன்று நம்முடைய CPMG அவர்கள் , பல்வேறு கோட்ட மட்ட அதிகாரிகள் தமக்கு அறிவிக்கப்பட்ட இலக்கினை பொய்யாக அடைந்திட ரூ. 10/- RD கணக்குகள் ஆயிரக் கணக்கில் போடச்சொல்லி துன்புறுத்துவது சட்ட விரோதமானது என்று கூறி " NO UNETHICAL PRACTICE OF SPLITTING THE ACCOUNTS/POLICIES WILL BE TOLERATED" என்று சுற்றறிக்கை அனுப்பியது உங்களுக்கு நினைவிருக்கும் . அதன் நகல் கீழே பார்க்கவும்.
தற்போது நம்முடைய இலாக்காவில் இருந்தும் இதே உத்திரவை வெளியிட்டுள்ளார்கள். அந்த சுற்றறிக்கை நம்முடைய CHIEF PMG யால் அனைத்து கோட்ட அதிகாரிகளுக்கும் அனுப்பப்பட்டுள்ளது. இதனையும் மீறி எந்த குட்டி அதிகாரியாவது தவறு செய்தால் அது குறித்த முழு விபரம் மாநிலச் சங்கத்திற்கு ஆதாரத்துடன் தெரிவிக்கவும்.
இதன் மீது நம்முடைய CHIEF PMG, DTE மற்றும் நிதியமைச்சகத்திற்கு புகார் அனுப்பி உரிய நடவடிக்கை கோரப்படும்.

Union Cabinet cleared 6% DA hike
NEW DELHI: Good news for central government employees. The Union Cabinet on Wednesday cleared a proposal to increase dearness allowance (DA) to 119% from 113%, which will potentially benefit over one crore government employees and pensioners.
The proposal to increase DA by six percentage points was taken at a meeting by the Union Cabinet.
DA is paid as proportion of the basic pay.
Earlier in April, the government had hiked DA by 6% to 113% of their basic pay with effect from January.
The proposed DA hike will take effect from July 1. As per the agreed formula, the DA rate increase is an average of 12-month consumer price index-industrial workers from July 1, 2014 to June 30, 2015.
The proposed hike is in accordance with the accepted formula based on the recommendations of the 6th pay commission, which will benefit 48 lakh government employees and 55 lakh pensioners.
Last month, the Cabinet had given approval for the extension of the term of the 7th Central pay commission by four months up to December 31.

MEMORANDUM
In this department Memorandum No. 6535-F(P) dt. 01.09.2015 it has been mentioned that no leave will be granted to any employee commencing from a date before 2nd September, 2015 and continuing thereafter excepting on the grounds as mentioned in the Memorandum No. 2013-F(P) dt. 06.03 .2012. It has also been mentioned there that in such case the entire period of absence will be treated as dies non and no salary will be admissible.
Now confusion has arisen, if this will be applicable in case of already sanctioned leave like Child Care Leave, Maternity Leave, Earned Leave etc. In this connection, attention is drawn that in the said order dt. 0l.09.2013 it has also been mentioned that absence will be treated as dies non and salary will not be admissible unless the same is covered by the grounds in Finance Department Memorandum No. 2013-F(P) dt. 06.03.2012 where one such ground is that the provision will not apply in case of employees who had been on leave continuing from before.
Now, to remove the confusion it is clarified that absence will not be treated as dies non and no salary will be deducted or treated to be inadmissible in case of leave like Child Care Leave, Maternity Leave, Earned Leave, etc. sanctioned before the date of issuance of Finance Department's order No.6535-F(P) dated 1.9.2015.
