Dear Comrades!

Sub: Cabinet approval on the VII CPC report

As all of you are aware that the Union Cabinet has accepted the report of the VII CPC today.

It has been noticed that there is no improvement in Minimum Wage and Multiplying Factor as well, which was our hard pressed demand. Instead, wages, as recommended by the VII CPC have been accepted as it is, which is highly disappointing.

Only two committees have been formed, one to take care of the allowances and another for National Pension Scheme, which will submit their reports within four months time.

It is quite unfortunate that, our demand for improvement in the report of the VII CPC has not been considered by the government.

Therefore, it would be quite appropriate that, we should go ahead with our preparations for “Indefinite Strike”, slated to be commended from 06:00 hrs. on 11th July, 2016.

You are also advised to intensify the mass mobilization and strong protests on all the offices and establishments be organized tomorrow, i.e. on 30.06.2016.

1.         Xth Federal Council

           

            Xth Federal Council of NFPE will be held from 7^th to 09^th September, 2016 at Guwahati. Venue - District Library Auditorium , Pan Bazar Guwahati (Assam). All affiliated unions have been intimated about the number of Federal Councilors. All General Secretaries are requested to finalize the names of Federal Councilors and ask them to book their journey tickets to avoid inconvenience. TA/DA to the Federal Councilors will be paid by respective unions. No delegate fee for Federal Councilors will be paid to Reception Committee. However for visitors delegate fee Rs 1500/- will have to be paid.

2.         Confederation National Conference and Women Convention.

            Diamond Jubilee National Conference of Confederation will be held from 16^th to 18^th August -2016 at Chennai. All General Secretaries are requested to finalize the names of delegates to participate as per number allotted by Confederation and they should be asked to book their journey tickets immediately.Other than delegates visitors can also  be asked to participate.

            All India Women Convention will also be held on 19^th August-2016 in midst of National Conference. All General Secretaries are requested to depute maximum number of lady Comrades to participate in Women Convention. The TA/DA of Women Comrades should be borne by the respective Circle Unions.

           

            Delegate Fee for National Conference has  been fixed as Rs.1000/- Only.For Women Convention Delegate fee has been fixed as Rs.500/-..

3.         NJCA Dharna and demonstration on 24^th June-2016 at New Delhi.

           

            NJCA (Railway, Defence, and Confederation & Postal) has decided to organize Massive Dharna & demonstration at Jantar Mantar, New Delhi on 24^th June-2016 to protest the delay in implementation of 7^th CPC Report after modification sought by NJCA.

            All the affiliates of NFPE  from neighboring  Circles  are requested to make  maximum efforts to mobilize  the  members  to participate  in Dharna and  demonstration as [per  quota allotted to them as mentioned below:

4.         Indefinite Strike from 11^th July-2016:

            On the call of NJCA, the Notice for Indefinite Strike from 11^th July, 2016 has been served at all level on 9^th June-2016. The Government of India does not seem to be serious about implementation of Pay Commission recommendations after makng modifications as sought by NJCA. Therefore all affiliated unions of NFPE are requested to make all efforts to mobilize all employees to participate in the strike and make it historic success.

2^nd September-2016 Countrywide General Strike:

            On the call of Independent Federations countrywide General Strike will be conducted on 2^nd September -2016 against the anti-people economic policies of Government of India. More than 15 crores workers will participate in the strike. All affiliates of NFPE are requested to make all efforts to make the Strike Grand Success in Postal Department.

துறைகளிலும் மாபெரும் ஆர்ப்பாட்டம் –

காலவரையற்ற வேலை நிறுத்தத்திற்கான சட்டபூர்வமான  நோட்டீஸ்  வழங்குதல்

        ஏழாவது ஊதியக் குழு தன்னுடைய பரிந்துரைகளை கடந்த 19.11.2015 அன்று மத்திய அரசுக்கு அளித்தது தெரிந்ததே.  அதன் பின்னர்  கடந்த டிசம்பர் 10, 2015 இல், ஏழாவது ஊதியக் குழுவின் பிற்போக்குத் தனமான பரிந்துரைகளை ஏற்கக்கூடாது என்றும்  அந்த பரிந்துரைகளில்  மாற்றம் வேண்டும் என்றும் 26 அம்சக் கோரிக்கைகள் அடங்கிய பட்டியலை NJCA தலைவர்கள்  காபினெட் செயலரிடம் அளித்தார்கள். மேலும் இதன் மீது பேச்சு வார்த்தை நடத்தி கோரிக்கைகளில் முன்னேற்றம் தரவேண்டும் என்று வேண்டினர். இது போலவே துறை ரீதியாக  கோரிக்கை மனுவும் அளிக்கப்பட்டது.

        EMPOWERED COMMITTEE முன்னர் பேச்சு வார்த்தைக்கு அழைக்கப்பட்டாலும்,  அந்தப் பேச்சு வார்த்தைகள் இரு தரப்பாக இல்லாமல் ஏதோ கோரிக்கை மனு  பெறும் சடங்காகவே  முடிந்தன. அரசின் தரப்பில் எந்த வித கருத்துக்களும் இதுவரை தெரிவிக்கப்படவில்லை. ஏப்ரல் 2016 இல்  NJCA வால்  அறிவிக்கப்பட்ட காலவரையற்ற வேலை நிறுத்தம் , கடந்த  மார்ச்  ஒன்றாம் தேதி  காபினெட் செயலருடன் நடந்த பேச்சு வார்த்தையில் அரசின் சார்பான  அவரது கோரிக்கையை ஏற்று,  ஐந்து மாநில சட்டமன்ற தேர்தல்களையும் மனதில் கொண்டு  ஒத்தி வைக்கப்பட்டது. ஆனாலும்  இந்த இடைப்பட்ட காலத்தில் எந்த வித முறையான பேச்சு வார்த்தையும் நடத்தப் படவில்லை.   பிரச்சினைகள் தீர்க்கப்பட எந்தவித முயற்சிகளும் எடுக்கப்படவில்லை. மாறாக தன்னிச்சையாக ஊதியக் குழுவின் பரிந்துரைகளில் அரசு முடிவெடுக்கும் சூழல் உருவாகியுள்ளது.

        எனவே இது குறித்து விவாதிக்க கடந்த ஜூன்  மூன்றாம் தேதி  NJCA வின் உயர் மட்டக் கூட்டம் கூட்டப்பட்டது. அதில் மைய அரசின் தன்னிச்சையான போக்கை  கண்டித்து ஏற்கனவே  தீர்மானித்தபடி  எதிர்வரும் 11.7.2016 முதல் காலவரையற்ற வேலை நிறுத்தத்தில் ரயில்வே, பாதுகாப்புத் துறை உள்ளிட்ட  அனைத்து மத்திய அரசு ஊழியர்களும் ஈடுபடுவதென்றும் முடிவெடுக்கப்பட்டது.  வேலை நிறுத்தத்திற்கான நோட்டீஸ் அனைத்து துறைகளிலும் எதிர்வரும் 09.06.2016 அன்று அந்தந்த துறை தலைமையகங்கள், மாநில தலைமையகங்களில் மாபெரும் ஆர்ப்பாட்டம் நடத்தி அளிப்பதெனவும்  முடிவெடுக்கப்பட்டது. மேலும் எதிர்வரும்   24.06.2016 அன்று  புதுடெல்லியில் பாராளுமன்றம் முன்பாக பல்லாயிரக்கணக்கான மத்திய அரசு ஊழியர்கள் கலந்துகொள்ளும் கோரிக்கைகளை வலியுறுத்திய மாபெரும் ஆர்பாட்டம் நடத்துவதென முடிவெடுக்கப்பட்டது.

வேலை நிறுத்த நோட்டீஸ் அளித்தல்

        இந்த முடிவினை அமல்படுத்தும் விதமாக எதிர்வரும் ஜூன் 9, 2016 அன்று தமிழகத்தில் மாநில தலைமையகமான CHIEF PMG அலுவலகம் முன்பாக மதிய உணவு இடைவெளியில் மாபெரும் ஆர்ப்பாட்டம் நடத்தி வேலை நிறுத்த நோட்டீஸ்  அளிக்கப்படும்.  இது குறித்து  NFPE COC மூலம்  அனைத்து சங்கங்களையும் உள்ளடக்கி தனியே அறிக்கை வெளியிடப்படும் . எனவே சென்னை பெருநகர மண்டலத்தில் உள்ள அனைத்து கோட்டங்களின் நிர்வாகிகளும் பெருமளவு ஊழியர்களைத் திரட்டி இந்த உணவு இடைவேளை ஆர்ப்பாட்டம் மற்றும் வேலை நிறுத்த நோட்டீஸ் வழங்கும் நிகழ்வில் கலந்துகொள்ள வேண்டுகிறோம்.  வேலை நிறுத்த தயாரிப்புகள் மற்றும் பகுதி கூட்டங்கள், NJCA  மற்றும் மகா சம்மேளனத்துடன்  இணைந்த  இதர போராட்ட திட்டங்கள்  போன்றவை  அனைத்து பகுதி சங்கங்களையும் கலந்துகொண்டு  பின்னர் தனியே  அறிவிக்கப்படும். 

        எனவே அனைத்து கோட்ட / கிளைச் செயலர்களும் வேலை நிறுத்தத் தயாரிப்பு வேலைகளை இன்றிலிருந்தே தொடங்கி   தலமட்டத்தில் JCA  அமைத்து தீவிரப்படுத்திட  வேண்டுகிறோம்.

                                                பொதுக்  கோரிக்கைகள்

1.   ஏழாவது ஊதியக் குழு தொடர்பான கடந்த 10.12.2015  அன்று NJCAவால்  அளிக்கப்பட்ட அனைத்து பிரச்சினைகளையும் தீர்த்து வை.

இதில்  வைக்கப்பட்ட 26  அம்சக் கோரிக்கைகளில் முக்கியமானவை

1.        குறைந்த பட்ச ஊதியம் ரூ.26000/-  வழங்க வேண்டும்.

2.        அடிப்படை ஊழியருக்கும் உயர் அதிகாரிகளுக்குமான ஊதிய இடைவெளி குறைக்கப்பட வேண்டும்.

3.        ஆண்டு ஊதிய உயர்வு 5%  ஆக உயர்த்தப்பட வேண்டும்.

4.  புதிய பென்ஷன் திட்டம் நீக்கப்பட வேண்டும் . அனைவருக்கும் STATUTORY PENSION வழங்க வேண்டும்.

5.        பதவி உயர்வின்போது இரண்டு INCREMENT (10 %)  வழங்கவேண்டும்.

6.        ஐந்து கட்ட பதவி உயர்வு வழங்க வேண்டும். EFFICIENCY BAR  முறை கூடாது.

7.     தேர்வுகள் மூலம் பதவி உயர்வு பெற்றால் அந்த கேடரில் புதிதாக MACP கணக்கிடப்பட வேண்டும்.

8.        ஐந்து ஆண்டுகளுக்கு ஒருமுறை  ஊதிய  மாற்றம்  வேண்டும்.

9.        ஜனவரி , ஜூலை  இரு நாட்களில் வருடாந்திர ஊதிய உயர்வு வேண்டும்..

10. GDS ஊழியர்களை CIVIL SERVANT ஆக கருதிட வேண்டும். PRO RATA அடிப்படையில் அவர்களின் ஊதியம் வழங்கப்படவேண்டும்.

11.உற்பத்தியுடன் இணைந்த போனஸ் அனைவருக்கும் முழுமையாக வழங்கப்படவேண்டும்.

12. அலவன்சுகள், முன்பணம் ரத்து செய்யக் கூடாது. உயர்த்தி வழங்கப்பட வேண்டும்.

13.     CCL தற்போது உள்ள முறை நீடித்திட வேண்டும்.

14.     50%  CGEGIS PREMIUM அரசால் செலுத்தப்பட வேண்டும்.

15.  வீட்டு வாடகைப்படி தற்போதுள்ள அளவு குறைக்கப்படக் கூடாது.

2.   புதிய பென்ஷன்  திட்டத்தை ரத்து செய். முந்தைய சட்ட விதிகளின் படி உறுதி செய்யப் பட்ட ஓய்வூதியம் மற்றும் குடும்ப ஓய்வூதியம் வழங்கு.

3.   தனியார் மயம்,  காண்ட்ராக்ட்  முறை , வெளியார்  முறைகளை கைவிடு.  அஞ்சல் துறையில் பணியாற்றும் GDS ஊழியர்களுக்கு CIVIL SERVANT STATUS  வழங்கு.  இலாக்கா ஊழியர்களுக்கு உண்டான நிலையில் பென்ஷன்  மற்றும் இதர  அலவன்சுகள் வழங்கு.

4.   ரயில்வே , பாதுகாப்பு மற்றும் தபால் துறைகளில் அந்நிய முதலீடு மற்றும் CORPORATE மயத்தை புகுத்தாதே.

5.   அனைத்து காலிப் பணியிடங்களையும்  உடனடியாக நிரப்பு.  வேலை நியமன தடையை ரத்து செய்.  காசுவல்  மற்றும்  CONTRACT  பணியாளர்களை  நிரந்தரம் செய்.

6.   கருணை அடிப்படையிலான பணி  நியமனத்தில் உச்சவரம்பை நீக்கு.

7.   போனஸ் அளவை உயர்த்தி போனஸ் சட்டத் திருத்தத்தின்  பயனை அனைத்து மத்திய அரசு ஊழியர்  பகுதியினருக்கும் 01.04.2014 முதல்  வழங்கு .

8.   ஐந்து கட்ட பதவி உயர்வு அனைத்து பகுதியினருக்கும்  வழங்கு .

9.   தொழிலாளர் நலச் சட்டங்களை திருத்தாதே . இருக்கும் உரிமைகளை பறிக்காதே.

10.  கூட்டு ஆலோசனைக் குழு முறையினை  அனைத்து  பகுதிகளிலும்  மீண்டும் செயல்படுத்து.

அஞ்சல் பகுதியில் சேர்க்கப்பட்ட கோரிக்கைகள்

11.  CADRE RESTRUCTRUING அஞ்சல் துறையில் அனைத்து பகுதியினருக்கும் விரிவாக்கு.

12.  அஞ்சல் RMS பகுதிகளில்  அனைத்து காலிப் பணியிடங்களையும் உடனே நிரப்பு.

13.  தொழிற் சங்க நடவடிக்கைகளில் பழிவாங்குதலை உடனே நிறுத்து. CBS/CIS தொடர்பான பணிகளில் தவறுகளுக்கு பழி வாங்கும் நடவடிக்கைகளை ரத்து செய்.

இந்த வேலை நிறுத்தம் 1960 இல் இரண்டாவது ஊதியக் குழுவின் பரிந்துரைகளுக்கு எதிராக நடத்தப்பட்ட வரலாற்று சிறப்பு மிக்க வேலை நிறுத்தம் போன்று  ரயில்வே, பாதுகாப்புத் துறை உள்ளிட்ட அனைத்து பகுதியினரையும் உள்ளடக்கிய வேலை நிறுத்தம் ஆகும். மேலும் அதே நாளில்  அதாவது ஜூலை 11 முதல்  (11.07.2016  - 11.07.1960) நடத்தப்பட உள்ள வேலை நிறுத்தம் ஆகும். நிச்சயம் இது ஒரு வரலாற்றுப் பதிவாக அமையும். நிச்சயம் நம்முடைய கோரிக்கைகள் வெல்லும். அந்த திசை நோக்கி நாம் பயணிப்போம்.

INDEFINITE STRIKE OF ALL CENTRAL GOVT. EMPLOYEES COMMENCING FROM 11 TH JULY 2016

Cadre Restructuring of Group ’C’ employees in Department of Posts.

D.G. Post letter No. 25-04/2012-PE-I dated 27^th May, 2016.

            The Cadre Restructuring of Group-C  employees of Department of Posts has been undertaken in consultation with Department of Expenditure , Ministry of Finance in pursuance of the approval concurrence of the Department  of Expenditure  vide ID No. 2(45)E.III Desk/2015 dated 12^th May,2016 , a list at distribution of the posts containing the existing and revised posts  of Postal Assistants, Lower Selection  Grade, Higher Selection  Grade II & I and also a few HSG-I (Non-Functional Grade) is enclosed for implementation with the  following  instructions:

a)         The post of SPMs in Single  Handed  and Double Handed Post Offices  to the cadre of LSG posts (GP Rs.2800) shown in the  annexure now allotted to the Circle , will be placed in the Grade  Pay of Rs.2800/- in the Pay Band-I..

b)         The post of SPMs in Triple Handed Post Offices, in the extent of HSG-II  posts (GP4200) shown the annexure  now allotted  to the Circle and all other existing norms based LSG Posts in Post offices  will be placed in the Grade Pay of Rs.4200- in the Pay  Band-II. In no case, the total number of HSG-II posts shall exceed the number of posts allotted to the Circle.

C)        Existing  posts in HSG-II to the extent  of posts  now allotted  and shown in the annexure , will  be placed in the  Grade Pay of Rs.4600/- in the Pay  Band-II along with the existing  HSG-I Posts . Remaining HSG-II posts if any shall remain in the GP of Rs.4200 only. In no case, the total number of HSG-I posts shall exceed the number of posts allotted in the Circle.

d)         The Cadre Restructuring of these posts  are only in respect of the  posts from Postal Side  other  than the posts of RMS ., Circle and Regional Offices and SBCO Wings.

e)         If the revised number of posts is in excess of the existing strength of a particular grade the difference will be deemed as  newly sanctioned posts in that grade . Similarly, if the revised number of posts is in  a grade is less than the existing strength the number of posts equal to the difference  will be treated as having been  abolished in that grade.

 f)         The vacancies arising out of the restructuring will be filled up only from the amongst the official who fulfill the eligibility criteria  laid down in the recruitment rules  for the post.

g)         The new HSG-I (Non Functional  Grade)  with the grade  pay of Rs.4800/- is only  for those  who  are  senior  most  and completed  not less than a minimum service of 2 years  in HSG-I  subject to the  number of posts specified  for the Circle  in HSG-I (Non Functional  Grade) (for example  the number of NFG officials in AP Circle should never  exceed (17) after following usual procedure of non functional upgradation(s).

2.         These instructions will be effective from the date of issue of the orders. The actual benefit would however be admissible to the eligible officials from the date of actual promotion.

3.         Receipt of the order may be acknowledged. Immediate action initiated and compliance report sent at the earliest.
