ON COMPASSIONATE GROUND FOR GRAMIN DAK SEVAKS

DEPENDENTS OF GDS TO GET BENEFIT WITHIN 3 MONTHS 

            Department of Posts has revamped the existing compassionate engagement scheme offered to the dependent family members of Gramin Dak Sevak. A GDS who dies in harness, the dependents of such GDS will benefit from a liberalized and time bound procedure for engagement on compassionate grounds. Henceforth, any death of a Gramin Dak Sevak while on engagement would be compensated by a compassionate engagement to a dependent family member irrespective of the circumstances or indigence. Upper age limit of the applicant could also be relaxed wherever found to be necessary. Thus the new scheme of compassionate engagement will provide greater relief to the members of the family of the deceased GDS who belong to weaker and poorer sections of the society and are thrown into penury and hardship. 

            The ambit of dependent family member has also been expanded to include:

            •Married son living with parents and dependent for livelihood on the GDS on the date of death of the GDS

            •Divorced daughter wholly dependent on the GDS at the time of death of the GDS

            •Daughter in law of the deceased GDS who is wholly dependent on the GDS, if the only son of the GDS is pre deceased.

            This expansion of definition of family members aims to bring greater relief to women in our society who are subjected to difficult circumstances in the unfortunate event of demise of their spouse/parent. 

            The present system of relative merit points to ascertain the degree of indigence has been dispensed with. Keeping in view the unique and distinct service conditions, socio economic aspects and to relieve the family from financial destitution, the time consuming process of consideration by Circle Relaxation Committee has been done away with. Henceforth, a request received for compassionate engagement would be considered and decided within three months from the date of receipt of the application. 

            Further to ensure least displacement, it has been decided that to the extent possible, compassionate engagement would be offered to the dependent of the deceased GDS, to a GDS post near the place where the family of the deceased normally resides.

அஞ்சல் எழுத்தர்கள் மத்தியில் குறிப்பாக மூத்த தோழர்கள் மத்தியில் இருந்த ஒருவித பீதி களையப்பட்டு நிம்மதி பெருமூச்சோடு இன்று இருப்பதை பார்க்கிறோம் .பதவி உயர்வு என்ற பெயரால் உலாவந்த அச்சங்கள் இன்று விலக தொடங்கியிருக்கிறது.  கோட்ட மட்டங்களில் ஒரு பக்கம் சுழல் மாறுதல் -மறுபக்கம் கேடெர் சீரமைப்பு பணிகள் -இந்த குழப்பங்களுக்கு இன்று விடைகிடைத்திருக்கிறது. கேடெர் சீரமைப்பு நமது தலைவர்களின் கனவு திட்டம் தான் ஐயமில்லை .ஆனால் அதை அமுல் படுத்த தொடங்கும் போது ஏற்படும் நடைமுறை சிக்கல்களை கணக்கில் கொள்ளாமலும் இல்லை .இந்த அடிப்படையில் நடைபெற்ற நமது மத்திய சங்க செயற்குழுவில் (08.03.2017 முதல் 09.03.2017 வரை சட்டிஸ்கர் ) கேடெர் சீரமைப்பு குறித்து எடுக்கப்பட்ட முடிவின் அடிப்படையில் நாம் கேட்கும் மாறுதல்களை பட்டியலிட்டு கோரிக்கைமனுவினை கடந்த 17.03.2017 அன்று நமது இலாகா முதல்வரை சந்தித்து வழங்கினார்கள் .இதற்கிடையே 18.03.2017 அன்று நமது NFPE சம்மேளனம் சார்பாகவும் விளக்கமான கடிதங்கள் கொடுக்கப்பட்டன .இதற்கிடையில் சில மாநிலங்களில் நிர்வாகம் காட்டிய வேகம் மேலும் ஊழியர்களை திகிலடைய செய்தது .நமது மாநில சங்கமும் தன் பங்கிற்கு மத்திய சங்கத்தையும் -மாநில நிர்வாகத்தையும் ஊழியர்களை பாதிக்காத வண்ணம் அமுல் படுத்த வேண்டும் என வற்புறுத்திவந்தது .இந்நிலையில் நமது அகிலஇந்திய பொதுச்செயலர் 25.04.2017 அன்று நமது இலாகா முதல்வரை சந்தித்து ஊழியர் தரப்பு கோரும் மாற்றங்களை செய்யாமல் அமுல்படுத்தினால் பெரிய பாதிப்பு வரும் என்றும்  பெயரளவிற்கு தான் பதவிஉயர்வு இருக்குமே தவிர பெரும்பாலான .ஊழியர்கள் பதவி உயர்வை மறுக்கத்தான் செய்வார்கள் என எடுத்துரைத்தார் .உண்மை நிலையை உணர்ந்துகொண்ட நமது இலாகா முதல்வர் அவர்கள் தற்சமயம் இதை அமுல்படுத்துவதை நிறுத்திவைக்க உத்தரவிட்டார்கள் .ஊழியர்களின் உணர்வை புரிந்து செயல்பட்ட மத்திய சங்கத்திற்கும் மாநில சங்கத்திற்கும் நமது நன்றிகளை தெரிவித்து கொள்கிறோம் .
நாம் கோரியுள்ள பிரதான மாற்றங்கள் 
1.LSG பதவிகள் கோட்ட மட்ட பதவிகளாக அறிவிக்க படவேண்டும் 
2.LSG TO HSG II மற்றும் HSGII TO HSG I பதவிஉயர்வுக்கான கால இடைவெளி நீக்கப்பட்டு ONETIME MEASURE அடிப்படையில்  பதவி உயர்வுகள் வழங்க வேண்டும் .
அதுவரை கேடேர் சீரமைப்பு உத்தரவு நிறுத்தி வைக்கப்பட்டுள்ளது

7th Pay Commission: Delay in allowances may lead to government employee forum calling a strike

So far, there has been no official word on Ashok Lavasa committee submitting its report on revised allowances to government. The long delay has left employees frustrated
Nearly 10 months since the Narendra Modi government cleared the recommendations of the Seventh Pay Commission, roughly 50 lakh employees are still waiting to enjoy the benefits, in totality.

The Committee on Allowances, which was formed to review the recommendations of the Seventh Pay Commission on allowances, is yet to submit its report.

According to reports, the committee, which is led by Finance Secretary Ashok Lavasa, is likely to submit the report to Finance Ministry this week.

So far, there has been no official word on whether the report has been submitted. The long delay in allowances has left government employees frustrated.

If reports are to be believed, the National Joint Council of Action (NJCA), an employees' representative organisation, may call for a nationwide strike if the Committee on Allowances fails to submit its report.

In another development, the Human Resource and Development (HRD) ministry has formed a committee to review the recommendations of University Grants Commission (UGC) on implementation of Seventh Pay Commission in educational institutions.

HERE ARE THE MAJOR DEVELOPMENTS IN THE SEVENTH PAY COMMISSION STORY:
  • National Joint Council of Action convenor Shiv Gopal Mishra said Central government employees might go on strike if the Committee on Allowances delays submission of report.
  • The National Council Staff Side has called a meeting on May 2 to discuss the next course of action.
  • The Seventh Pay Commission had recommended abolishing 53 of the 196 allowances, and subsuming 36 other allowances. It also recommended slashing the House Rent Allowance (HRA)--for metros, commission recommended bringing down the HRA from 30 per cent to 24 per cent.
  • Government employees protested against the recommendations of the Seventh Pay Commission, following which the Narendra Modi government formed a committee under Finance Secretary Ashok Lavasa to review the suggestions.
  • The Committee on Allowances was constituted in July and after an extended deadline was asked to submit its report to the government by February 22, 2017.
  • That the Ashok Lavasa-led committee had missed its deadline was revealed by Minister of State for Finance Arjun Ram Meghwal while replying to a question on Seventh Pay Commission in Parliament.
  • It was reported that the Committee on Allowances could not submit its report as it had sought comments from various ministries on 14 allowances.
  • Speculations are rife that the Committee on Allowances is likely to recommend against reducing HRA. A few reports had suggested that the committee is unlikely to vote for a hike in transport allowance.

DoPT denies Media News about extension of working hours of Central Government employees 
The attention is drawn to the media news about extension of working hours of Central Government employees by the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, Government of India. It has been stated in the news item that Central Government employees’ working hours will be changed from 09.00 AM to 07.00 PM. It was also stated that the holiday of Saturday will also be done away with for the Central Government employees.


In this regard, the DoPT clarifies that there is no such proposal under consideration of the Central Government. The media news regarding the extension of working hours and abolition of holiday on Saturday for Central Government employees is false and baseless. There is no oral or unwritten order issued in this regard.

Impact on rotational Transfer 2017


1. Only PA Posts can be rotated for 2017
2. Preference would be given for those who have completed their tenure..
3. Transfer at Request will also be considered.
4. PAs cannot apply for transfer to SPM Posts or PA officials cannot be transferred to SPM Posts even at Request or on interest of service.


Filling of SPM Posts..

1. Will be on Promotional Hierarchy ..
2. Those who have been promoted to LSG Cadre can alone apply for the Post of SPMs in single and double handed Offices.


Filling up of Treasury Posts ..

3. LSG Officials can apply for the Post of Treasurer in identified offices ( Treasury Tenure will be likely to get modified as 4 years )

Other Posts 

4. LSG Officials can also apply for the newly created Posts in DO, CPC, BPCs


Cases where Posts Cannot be filled up 

1. When there would be Posts lying vacant after Posting of LSG Officials within the Division, the vacant posts can be filled up by..

a. LSG Officials of other Divisions .
b. Senior most T/S PAs on Adhoc Basis..

Cases where Officials cannot be housed in the same Division..

There may be instances where the number of officials would be higher than the Promotional Posts, then in that case the officials have to opt for the nearest Divisions..


Filling of LSG Posts under Circle Cadre...

Since the LSG Posts are Circle Cadre and liable for allocation within the circle , Initial allotment for the Promoted officials would be within the Region and within the Division as well..

This allotment would be based on the number of Posts created in the Parent Division of the Official.

If the Official falls junior most in the Promotion list for a DIVISION and if there is no sufficient LSG Posts in the Division , the official may be allotted to the Divisions where there is sufficient Posts . This would be within the Region Only..

Surplus Officials of the Region 

If there are officials surplus after filling up of all the LSG Posts in the Region , there are chances that an Officials would be alloted to the next Region.


Cases of Declination and Impact on the Officials..

1. Officials Declining regular Promotion would not be able to get their next MACPs and likely to get postponed until promotion is accepted.

2. Officials likely to Retire within a year or three and if there is no chance of MACPs may opt to Decline their Promotion.

3. Officials like to get MACP within 6 Years should accept the Promotion or else there would be heavy financial loss in the Retirement Benefits.

4. There are wider chances that those officials retiring within 10 years would get promoted upto HSG I level within 10 years.  

5. Officials who have completed 14 to16 years of service should accept the Promotion if listed and get a wider chance to get promoted to HSG II with their next MACP.


Financial Impact on officials Posted to Rural Areas where the HRA is lesser than the Actual Drawn and Offices with quarters facility.

1. Considerable loss to income / allowances would be there for officials posted in stations with lesser HRA than actually drawn by the Official. 

2. Officials may also have to loose full HRA allowance if the Post Office in a rural area is being attached with Quarters . ( Of course many quarters are resided by ghosts) 

3. Shifting of Family and creation of new establishment at the new place would also cost them more.

4. Many Officials have to spend a lot for transportation daily.

5. It is Advised to Consult a Good Financial Adviser before proceeding on transfer / Promotion to the new Place.

6. Studies to children would also get affected during the period...



Remedies ...

1. Officials should be Posted in a Manner that they are not dislocated and resulting in financial loss.  This will also reduce the number of officials declining the Promotion.

2. Officials should be occupied within the Division .

3. Surplus officials should be provided with nearest Division and should be provided  Transfer to parent Division as and when Vacancy arises .

4. A Separate waiting list should be maintained at Regional level for Transfer and Posting of officials who where provided nearest Division in the original transfer process.

5. Preference should be given to surplus officials posted in nearest divisions in the Yearly RT.

6. LSG Cadre should be Brought Down to Regional Cadre .

Instructions regarding printing of LOTs at CBS Post Offices and SBCO.

Sub: Instructions regarding printing of LOTs at CBS Post Offices and SBCO. 

                As per SB Rule 14/2015 and its Addendum, the Post Offices are required to generate and print scheme wise consolidation reports of transactions for their record and copy to SBCO. They can view the system generated LOT for account verification without any printout. Similarly SBCO should check the vouchers with reference to the system generated LOT. Whenever a discrepancy is noticed they may take printout of the LOT for reporting purpose.

                During the course of visit to different CBS Post Offices, CPMG, Odisha Circle has noticed that CBS offices are taking print out of LOTs for office record and copy to Head Post Offices. Also SBCOs are taking print out of LOTs for their voucher checking and office record. Taking unnecessary printout of LOT ends up with huge expenditure, in shape of cost of paper which can be avoided. CPMG has taken a serious view of this unnecessary expenditure and instructed all concerned to follow the rules strictly.

                You are therefore requested to give this communication wide circulation across the CBS offices and make your staff aware of economic use of office stationeries.

Postal Dept, SBI join hands to promote cashless transactions

epartment of Posts has joined hands with State Bank of India to promote 'SBI buddy e-wallet' and POS machines for cashless transactions at Post Office counters while booking speed post and registered post items.

P K Swain, Chief Postmaster General, Punjab Circle and Anil Kishora, Chief General Manager, SBI, Chandigarh today dedicated SBI buddy e-wallet and SBI POS machines at Chandigarh General Post Office for the general public, an official release said here.

Swain said that installation of SBI Buddy e-wallet and POS machines will facilitate economy through digital payments/cashless transactions in the post offices.

He also informed that SBI buddy e-wallet and SBI POS machines facility will be further extended to other post offices in Punjab.

Swain said that India Post is not only a partner in the nation s growth but also a partner in the nation s vision of a "cashless India".

Sub:-Payment of Salary and other Personal Payments, Salary by Cash on optional basis or through Cheque/Electronically through Bank – instructions regarding.

In continuation of this Directorate O.M. of even No. D-482-558 dated 11.07.2007 wherein clarificatory Orders for disbursement of salary to the staff through POSB Accounts were issued and further O.M. of even No.D-255-326 dated 14.05.2009 wherein decision of Director General (Posts) for disbursement of Pay and Allowances to all employees of Department of Posts through cheque and/or through direct credit to the Salary/Savings Accounts of the employees concerned was conveyed for implementation in letter and spirit.

2. Further, another O.M. of even No. D-473-524 dated 03.10.2012 was issued, wherein decision of DG (Posts) was conveyed that payments of Salary and other personal payments including Retirement/Terminal benefits to all employees of Department of Posts mandatorily be made through Bank including POSB electronically by issuing payment advices with immediate effect. However, in special and exceptional cases, payment of Pay and Allowances including other personal payments to the employees can be made through cheque only with the prior approval of Head of Office/Divisional Head/Head of Postal Accounts office.

3. The case has been carefully re-examined in the light of provisions contained in Ministry of Finance, Gazette Notification dated 30.03.2012 and Department of Expenditure, Controller General of Accounts OM. F. No. 1(1 )/20ll/TA/292 &303 dated 31.03.2012 & 11.04.2012 and it has been decided by DG (Posts), that hence forth, all Government Servants of Department of Posts are permitted to receive their Salary by direct credit to their Bank Accounts or in Cash or by Cheque, at their ‘option’ and payments other than Salary like HBA above Rs. 25000/- and all payments towards settlement of Retirement/Terminal benefits such as Gratuity, Commuted value of Pension, Encashment of Leave Salary, CGEGIS, withdrawal from General Provident fund, etc. by issue of – payment advices, including electronically signed payment advices, Cheque/POSB Account or Bank Account.

4. All concerned are requested to issue suitable instructions to all Drawing and Disbursing Authorities working under their administrative jurisdiction for strict compliance.

(a) the number of female employees in Government Service in rural and urban areas; and
(b) the ratio of male and female employees in the service?
ANSWER
Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (DR. JITENDRA SINGH)
(a) & (b): No data is maintained centrally regarding the number of female/male employees in Government service in rural & urban areas as sought in the question.

However, as per the Census of Central Government employees brought out by Directorate General of Employment & Training, Ministry of Labour, total number of employees in various Central Ministries/ Departments was 30,87,278 out of which 3,37,439 employees were women as on March, 2011. The ratio between men and women employees works out to be 9.15:1 as per the above Census. The publication of the report on the Census of Central Government employees has since been discontinued from 2011.
