7th Pay Commission Chairman proposes to visit Bengaluru between 25th and 27th August 2014

Visit Bengaluru between 25th to 27th August 2014

The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies.

In its second phase of interaction, the Commission plans to hold meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a firsthand impression about the functioning and the condition of service prevailing in different parts of the country.

Accordingly, the Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Bengaluru between 25th August and 27th August 2014. The Commission would like to invite various entities/associations/federations representing any/all categories of employees covered by the terms of Reference of the Commission to present their views.

Your request for a meeting with the Commission may be sent through e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in . The memorandum already submitted by the requesting entity may also be sent as an attachment with this e-mail. An early response in this regard would facilitate proper scheduling of the meetings.

OFFICE MEMORANDUM

Sub: Ceiling Rates for reimbursement of the cost of Cardiac pacemaker, AICD, Combo-device, Rotablator and Aortic Stent Graft to beneficiaries of CGHS/CS(MA) Rules.

With reference to the above mentioned subject the undersigned is directed to draw attention to the Office Memoranda No. S-11011/7/95-CGHS(P) dated 12/6/1996 and 26-164/98-R&H/CGHS/CGHS(P) dated 22/11/1999 vide which ceiling rates and guidelines were prescribed for various types of Pacemakers, Rotablator and AICD and to state that while the ceiling rates for coronary stents have been revised from time to time separately the rates and guidelines for pacemakers , Rotablator and AICD were not revised. The matter has been examined by the Ministry and it has been decided to revise the ceiling rates (incl. of all taxes) for these devices as per the details given below:

2	Single Chamber Cardiac Pacemaker with rate respose	Rs.44,928/-
3	Daul Chambers Cardiac Pacemaker	Rs.83,200/-
4	Bi-Ventricular Pacemaker (CRT-P)	Rs.1,95,000/-
5	Implantable Cardioverter Defibrillator (Single Camber) (ICD/AICD-Single Chamber)	Rs. 1,75,786/-
6	Implantable Cardioverter Defibrillator (Daul Camber) (ICD/AICD-Daul Chamber)	Rs.3,75,000/-
7	Combo Device (CRT-D)	Rs.4,90,000/-
8	Aortic Stent Graft (expandable bifurcated and including delivery system)	Rs.4,40,960/-

2. Permission for the above mentioned implants shall be granted on the basis of advice of Govt. cardiologist by CMO in-charge / Additional Director / Joint Director, CGHS in case of pensioners, former Governors, former Vice-Presidents, ex-MPs, Freedom Fighters, etc., by Rajya Sabha / Lok Sabha Secretariat as the case may be in case of sitting Members of Parliament and by the concerned Ministry / Department / Organization in case of serving Government employees, serving employees and pensioners of autonomous

bodies covered under CGHS. The reimbursement shall be limited to the ceiling rate or actual rate, whichever may be less.

3. The Warranty terms and conditions as specified by the manufacturer shall be applicable in case of replacement of a device.

4. In case of requests for replacement of a device, a copy of the details of the earlier device as well as a copy of terms and conditions of Warranty shall be enclosed along with the advice of Govt. specialist.

5. A copy of the device ‘ID No Sticker‘ and a copy of terms of warranty shall be enclosed along with the bill of device for reimbursement.

6. In case of implantation of any of the devices in emergency, reimbursement shall be subject to ex-post facto approval by Addl. Director/Joint Director, CGHS of city, in consultation with experts, if necessary.

7. These orders are in supersession of earlier guidelines and ceiling rates issued in this regard.

8. The rates shall be valid for a period of two years or till further revision, whichever may be earlier.

9. This issues with the concurrence of Integrated Finance Division vide CD No C 756 dated 14/07/2014.

President of India inaugurates bank and Post office at their new locations in the President’s estate 

The President of India, Shri Pranab Mukherjee inaugurated the President’s Estate Branch of United Bank of India and Rashtrapati Bhavan Post Office in their new buildings today (July 24, 2014).

The President’s Estate Branch of United Bank of India was established on February 28, 1976 and inaugurated by the then President of India, Late Dr. Fakhruddin Ali Ahmed.

The Rashtrapati Bhavan Post Office started functioning as Viceroy’s Camp Post Office at Shimla on June 10, 1904. In 1948, it was renamed as Governor-General Post Office and in 1950, it was again renamed as President-Camp Post Office. On December 7, 1950 it got its present name. This Post Office caters to the needs of President’s Secretariat as well as residents of the President’s Estate.

The Bank and Post Office were relocated from a heritage building as part of measures to implement the Comprehensive Conservation Management Plan for the President’s Estate. A fitness centre for the staff of the President’s Estate was also inaugurated by the President today.

Award to Industrious Government Staffers 

The Department of Personnel & Training (DoPT) has instated a non-monetary incentive scheme titled ‘Employee of the Month‘ with effect from October, 2013 to recognize meritorious performance of employees of the rank of Under Secretary and equivalent and below in the Department.

DoPT had organized a retreat for its officials at the level of Deputy Secretary and above in October, 2013 at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. This Department has informed other Departments of Government of India about this retreat as one of the best practices introduced in DoP&T.

In accordance with Innovation Action Plan, DoPT has installed ‘Idea Boxes’ in the Department to solicit ‘out of the box’ solution to various issues. This Department has informed other Department of Government of India about the installation of ‘Idea Boxes’ as one of the best practices introduced in DoPT.

Special Arrangements Made for Accepting Returns of Income;
Offices to Remain Open on 26th July and 27th July, 2014, Being Saturday and Sunday, for Accepting the Returns During Normal Office Hours 

For the convenience of the taxpayers, the Income Tax Department has decided to keep the offices open for accepting the returns of income during normal office hours on 26^thJuly and 27^th July, 2014, being Saturday and Sunday. This direction has been issued by the Central Board of Direct Taxes (CBDT) in exercise of powers conferred under Section 119 of the Income Tax Act, 1961. Special arrangements have also been made by way of opening additional receipt counters, wherever required, on 26^th, 27^th, 28^th, 30^th and 31^stJuly, 2014 in order to facilitate the taxpayers in filing their returns of income conveniently and in a timely manner.

            The due date for filing of return of income within the meaning of Explanation 2(c) to Section 139(1) of the Income Tax Act, 1961 is 31^st July, 2014.

Going Postal

Lok Sabha Speaker Sumitra Mahajan had a word of advice for Telecom Minister Ravi Shankar Prasad. Taking note of the number of questions that MPs had for the Minister, especially about postal services and post offices, she told the Minister, “A lot of people want to raise questions on the issues. You should pay more attention to the postal department.”The Minister on his part announced that the government had decided to open 80 Gramin Dak Sewa Post Offices and 80 sub post offices in the country under Rural Business and Access to Postal Network scheme.

The Prime Minister spent about one-and-a half–hours on the postal department

New Delhi, July 21: 

Proper digital connectivity of all post offices in the country is top priority for the Government, Telecom Minister Ravi Shankar Prasad told the Lok Sabha here on Monday.

Replying to questions related to his Ministry, Prasad said the Prime Minister was personally monitoring a host of departments and postal services were one of them.

“The Prime Minister spent about one-and-a half–hours on the postal department and has given suggestions, which will be considered,” he said, in reply to a query by Biju Janata Dal’s Tathagata Satapathy on the status of the banking licence applied for by the postal department.

Prasad said there was need for reforms in postal reforms as also upgradation of Grameen Dak Ghar Services, catering to the rural population.

Mobile networks

Prasad said the Government’s priority was also to improve BSNL services.

Responding to a question raised by Congress MP Ashok Chavan on poor mobile network in Naxal-affected regions in Maharashtra, Prasad said mobile networks, under the Universal Service Obligation Fund (USOF) scheme in such areas are likely to be set up in 15 months.

A proposal to install mobile towers at 1,836 locations in nine States affected by Left Wing Extremism with funding support from USOF has already been approved, he added.

The Minister said Bharat Sanchar Nigam Ltd (BSNL) had installed mobile towers at 363 locations for which financial support to meet operational expenses would be provided through USOF.

On a question on lack of diesel supplies to BSNL mobile towers leading to their non-functionality and affecting security, he admitted there were concerns on diesel supply and “there is scope for improvement“.

The idea of using solar power for telecom towers was also being looked into, especially in the hilly regions of North East, Prasad said.

"அதாவது இன்டர்நெட் புரட்சியின் அதிவேக செய்திப் பரிமாற்ற வளர்ச்சியே  e mail  என்பது. இந்த வசதி  இந்திய நாட்டின் கடைக்கோடி கிராமங்களுக்கு இன்னும் சென்று சேரவில்லை.  இந்த ஏற்றத் தாழ்வை  சரி செய்து  நாட்டின் அனைத்து பகுதியில் உள்ள மக்களும் பயன்பாடு பெரும் வகையில் இந்திய அஞ்சல் துறை e post  என்னும் வசதியை ஏற்படுத்தியுள்ளது. அதுவும் அவர்கள் அனுப்பும் EMAIL செய்தியை மக்களின் வீடு தேடி HARD  COPY  யாகவே பட்டுவாடா செய்திடவே இந்த சேவை "

நம்முடைய இலாக்காவின் மற்றும் அரசின் நோக்கம் இவ்வாறு இருக்க, இந்த வசதியை அதுவும் குறைந்தபட்ச கட்டணமான ரூ.10/-இல்  நாட்டின் ஒரு கோடியில் இருந்து மறுகோடிக்கு இரண்டு மணி நேரத்தில் கூட  HARD  COPY  யாக (PRINT OUT) நேரிடையாக விலாசதாரரின் வீட்டிற்கே சென்று பட்டுவாடா செய்ய முடியுமானால் , இதை விட சிறந்த திட்டம் எதுவும் இருக்க முடியாது. 

மேலும் வணிக ரீதியாக பார்த்தாலும், இந்த சேவைக்கு இதுவரை போட்டியாளர் (COMPETITOR)  என்பதே சந்தையில் இல்லை என்பது மிக முக்கியமானதாகும். வேறு எந்த தனியார் நிறுவனங்களுக்கும் இந்த அளவுக்கு NETWORK  இல்லை என்பதும்  நமது துறையின் சிறப்பு ஆகும். 

காலை ஏழு அல்லது எட்டு மணிக்கு  EPOST  BOOK செய்து TRANSMIT  செய்தால் காலை 10.00 மணிக்குள் இந்திய நாட்டின் எந்த ஒரு மூலையிலும்  HARD  COPY  PRINT  OUT  செய்து  தபால்காரரிடம் உடன் பட்டுவாடாவிற்கு ஒப்படைக்க முடியும். அவரும் ஓரிரு மணி நேரத்தில்  விலாசதாரரின் வீட்டிற்கே சென்று  பட்டுவாடா செய்திட முடியும். 

ஆனால் இதற்கான அடிப்படை கட்டுமான வசதி (INFRASTRUCTURE ) நம்மிடம் சரியாக இருக்க வேண்டும். ஓட்டை உடைசல்  கணினி , பழுதடைந்த பிரிண்டர் , சுற்றிக்கொண்டே இருக்கும் SIFY  NETWORK  என்று இருந்தால் 'கதை கந்தல்தான்' .

ஆனால் இலாக்காவின் நோக்கத்தை சிதைக்கும் வகையில் , அரசின் அற்புதமான திட்டத்தை கொச்சைப் படுத்தும் வகையில்  நம்முடைய கீழ் மட்ட அதிகாரிகள்  செய்யும்  கோமாளித்தனம் எல்லை மீறியே நடந்து வருகிறது . இதை யெல்லாம் மேல் மட்ட அதிகாரிகள்  கவனிக் கிறார்களா அல்லது அவர்களும்  இந்த நடவடிக்கைகளை ஆதரிக்கிறார்களா என்பது நமக்குப் புரியவில்லை.

தற்போது நடிகர் சூர்யாவின் பிறந்த நாளுக்கு EPOST "புடிக்கச்  சொல்லி " கட்டளைகள் பறந்த வண்ணம்  உள்ளதாக நமது கோட்டச் செயலர் களிடம் இருந்து தகவல்கள் வந்துகொண்டே இருக்கின்றன . அப்படி "புடிக்க" முடியாவிட்டால் ஒவ்வொரு GDS, தபால் காரர் மற்றும்   POST MASTERகளும்   ஆளுக்கு 10 EPOST  வீதமாவது கொடுக்க வேண்டும் என்று கட்டளை வேறு. இதுதான்  "தன்  சதையையே கடித்து தன்  பசி ஆறுவது" என்பது. 

சிறந்த  திட்டத்தை சீரழித்து " சொந்தக் காசில் சூனியம் வைத்துக் கொள்வது " என்று கூட சொல்லலாம்.  இப்போது சூரியா, அப்புறம் விஜய் ,பிறகு  நயன்தாரா   ... கடைசியில்  "ஷகிலா"  என்று  பிறந்த நாளுக்கு ePOST  பிடிக்கச் சொல்வார்கள் போலிருக்கிறது. ரசிகர் மன்றமும் வைக்கச் சொல்வார்கள் போலிருக்கிறது .

இலாக்காவின் திட்டங்களின் நோக்கத்தை காப்பாற்ற உரிய நடவடிக்கை எடுக்க வேண்டு கிறோம்.

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:-

(a) whether the Gramin Dak Sewaks are not eligible for normal facilities like Provident Fund, Pension, Gratuity etc. like the other postmen in the country;

(b) if so, the details thereof and the reasons therefor; and

(c) the corrective steps taken/being taken by the Government in this regard?

ANSWER

THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY & LAW AND JUSTICE (SHRI RAVI SHANKAR PRASAD)

(a) No, Madam, They are not eligible.

(b) Gramin Dak Sevaks are not regular govt. employees. They are part time workers and are governed by a separate set of Conduct and Engagement Rules. They do not form part of the regular civil service. They are engaged for only 3-5 hours daily work. It is mandatory for them to have an independent source of livelihood before being engaged as Gramin Dak Sewak. Hon’ble Supreme Court in the case of Union of India and Others vs. Kameshwar Prasad 1998 SCC (L&S) page 447 held that P&T Extra Departmental Agent (C&S) Rules, 1964 are a complete code governing service, conduct and disciplinary proceedings against Extra Departmental Agents [now called Gramin Dak Sevaks]. On discharge from service on attaining the age of 65 years or on death, Gramin Dak Sevaks [GDS] are paid Ex-Gratia Gratuity and Severance Amount as approved for them by the Cabinet.

The Ex-gratia Gratuity is paid at the rate of half months basic Time Related Continuity Allowance [TRCA] drawn immediately before discharge of service for each completed year of service subject to a maximum of Rs. 60000 or 16.5 months basic TRCA last drawn whichever is less. The minimum service prescribed for this is 10 years. In addition, Severance Amount is paid at the rate of Rs. 1500 for every completed year of service subject to a maximum of Rs. 60000. The Government has already introduced Service Discharge Benefit Scheme in lieu of severance amount scheme effective from 01.04.2011 for the benefit of Gramin Dak Sevaks on the basis of the New Pension Scheme (NPS), specifically NPS Lite Scheme launched by the Pension Fund Regulatory and Development Authority (PFRDA). Under this scheme, the Government as well as Gramin Dak Sevaks concerned now contributes @ Rs. 200/- per month.

(c) Does not arise in view of reply to (b) above.
