India Post eyes USD 9 billion e-commerce biz; live tracking, SMS info soon -- NEWS

New Delhi: Eyeing USD 9 billion business opportunity in booming e-commerce business, India Post, which has the biggest network and serves the last mile, is boosting its infrastructure for real-time tracking of parcels through satellites using a new technology.

The Postal Department will also soon start an SMS facility to inform customers about delivery status of their parcels.

 
India Post, which is already in tie-ups with e-commerce majors Amazon and Snapdeal, will also have security gadgets like CCTV and access control systems to ensure safety of articles.

  
Telecom Minister Ravi Shankar Prasad in a meeting with officials in the Department of Posts has directed them to focus on opportunities in e-commerce and tune infrastructure to facilitate growth of the sector which has huge potential to bring investments and generate new jobs.

  
"The Minister has asked India Post to leverage is reach to provide special facilities to local weavers, craftsmen/women, painters and artists so that they also benefit from e-commerce," a ministry official said. 

The Minister wanted their products to be picked up from their doorsteps and delivered to end-customers, the official added.

   
The official said that "postal department has started working on development of road transport network for parcel movement on majority routes with GPS facility. It is augmenting facility of secure area for parcels with access control and CCTV around it".

  
As per industry estimates shared by India Posts, e-commerce business in India was about USD 6 billion in value in 2012 and is expected to reach USD 76 billion by 2021.

  
The distribution, delivery or logistics constitutes approximately 12 per cent of the total e-commerce market accounting for about USD 9 billion by 2021.

  
India Post, which has world's largest postal network of 1.55 lakh post offices, has seen multifold rise in business since the time it entered in partnership with e-commerce companies.

  
Amazon started booking parcels at one place with India Post in 2013 which has now expanded to five locations by October 2014.

  
"Amazon shipped 7000 parcels in January this year. By October, number of article booked in a month by Amazon increased to about 85,000. Snapdeals send 2000-3000 parcels per day. Naaptol is giving about Rs 25 crore business to India Post per annum," the official said.

   
India Post is offering cash collection on delivery facility of product to 200 customers.

   
"Since December 2013 approximately India Post has collected Rs 280 crore as cash on delivery amount and paid to the e-commerce companies," the official said.

Sub: Introduction of AADHAR Enabled Bio-metric Attendance System

It has been decided to use an AADHAR Enabled Bio-metric Attendance System (AEBAS) in all offices of the Central Government, including attached/ sub-ordinate Offices, in India. The system will be installed in the offices located in Delhi/ New Delhi by 31st December 2014. In other places this may be installed by 26th January 2015

2. The equipment will be procured by the Ministries/ Departments as per specifications of DeitY on DGS&D Rate Contract from authorized vendors. The expenditure will be met by the Ministries/ Departments concerned under their O.E. The manual system of attendance may be phased out accordingly.

3. The Department of Electronics and Information Technology (DeitY) will provide the technical guidance for installing the system. The equipment already procured by DeitY have a built in AMC of three years. The Ministries/ departments may ensure that the equipment being procured by them have similar provision.

4. Biometric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply. As per extant instructions, (contained in DoPT O.M. No: 28034/8/75- Estt-A dated 04-07-1975; No:28034/10/75-Estt-A dated 27-08-1975; No: 28034/3/82 —Estt-A dated 05-03-1982) half—a-day’s Casual Leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority. In addition to debiting Casual Leave (or Earned Leave, when no CL is available). Disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming.

5. These orders come into force with immediate effect.

6. All Ministries/ Departments are requested to bring this to the notice of all concerned.

மத்திய அரசு ஊழியர் மகா சம்மேளனம் தமிழ்மாநிலக் குழுவின் சார்பில் கடந்த 18.11.2014 அன்று  சென்னை தபால் துறை தலைவர் (O/O CPMG, TN ) அலுவலக வாயிலில் மாபெரும் தார்ணா  போராட்டம்  நடைபெற்றது. மகா சம்மேளனத்தின் மூன்றாவது கட்ட போராட்டம் இது. 12 அம்சக் கோரிக்கைகளை  வலியுறுத்தி நாடு தழுவிய  அளவில் அனைத்து மாநிலத் தலைநகரங்களிலும் இந்தப் போராட்டம்  நடைபெற்றது. அதன் ஒரு பகுதியாக  சென்னையிலும் இந்தப் போராட்டம் நடைபெற்றது. 

1.1.2014 முதல் ஊதியக்குழுவின் பலன்களை அனைத்து மத்திய அரசு , GDS  மற்றும் ஓய்வூதியர்களுக்கும் அளிக்க வேண்டும், இடைக்கால நிவாரணம் அளிக்க வேண்டும்,  பஞ்சப்படியை அடிப்படை ஊதியத்துடன் இணைக்க வேண்டும் , தபால் துறையில் பணிபுரியும்  265000 GDS  ஊழியர்களையும் ஊதியக்குழு வரம்புக்குள் கொண்டுவர வேண்டும், புதிய பென்ஷன் திட்டம் ரத்து செய்யப் படவேண்டும், கருணை அடிப்படையில் வழங்கப்படும் வேலை வாய்ப்புகள் எந்தவித நிபந்தனையும் இன்றி  முழுமையாக வழங்கப் பட வேண்டும், அனைத்து காலிப் பணியிடங்களையும் உடன் நிரப்பிட வேண்டும் , CASUAL ,MAZDOOR CONTINGENT , PART  TIME  ஊழியர்களுக்கு 1.1.2006 முதல் ஆறாவது ஊதியக் குழுவின் அடிப்படையில் உயர் ஊதியம் வழங்கிட வேண்டும் , அவர்களை பணி  நிரந்தரம் செய்திட வேண்டும் என்பது உள்ளிட்ட கோரிக்கைகளுக்காக நடத்தப்படும் போராட்டம் இது.

இந்த  தார்ணா போராட்டத்திற்கு  மகா சம்மேளனத்தின் மாநிலத் தலைவர் தோழர். J . இராமமூர்த்தி அவர்கள் தலைமை தாங்கினார். மாநிலப் பொருளாளர்  தோழர் S . சுந்தரமூர்த்தி அவர்கள் அனைவரையும் வரவேற்றார். 

இந்த போராட்டத்தை வாழ்த்தியும் விளக்கியும் மகா சம்மேளனத்தின் மா பொதுச் செயலாளர் தோழர். M . கிருஷ்ணன் அவர்கள் நீண்ட உரையாற்றினார் . அடுத்த கட்டமாக எதிர்வரும் 11.12.2014 அன்று டெல்லியில் நடைபெற உள்ள ரயில்வே , பாதுகாப்புத்துறை உள்ளிட்ட அனைத்து மத்திய அரசு ஊழியர் சங்கங்களின்  JCM  NATIONAL COUNCIL  தலைவர்கள் அடங்கிய கூட்டத்தில் கோரிக்கைகளை வலியுறுத்தி ஒரு காலவரையற்ற  வேலை நிறுத்தம் அறிவிக்க முடிவெடுக்கப்படும் என்று கூறினார். 

தொடர்ந்து தமிழ் மாநில மகா சம்மேளனத்தின் பொதுச் செயலாளர் தோழர். M . துரைபாண்டியன் அவர்கள் கோரிக்கைகளை விளக்கிப் பேசினார். அவரைத் தொடர்ந்து தமிழ்நாடு  அரசு ஊழியர் சங்கத்தின் பொதுச் செயலாளர்  தோழர். பாலசுப்ரமணியன், அஞ்சல் மூன்றின் முன்னாள் பொதுச் செயலாளர் தோழர். K .V .ஸ்ரீதரன் ஆகியோர் வாழ்த்திப் பேசினார். கூட்டத்தில் அனைத்திந்திய அஞ்சல் RMS  ஓய்வூதியர் சங்கத்தின் பொதுச் செயலாளர் தோழர். Government plans to transform India Post into a multi-service agency

New Delhi: Aiming to leverage technology to provide cost-effective and innovative solutions, the government is planning to equip India Post to handle not only savings and insurance services, but also payments and data registration.

With the world's largest postal network, India Post has about 1.55 lakh post offices spread across the country. On an average, a post office serves an area of 21.21 sq km and a population of 7,175 people.

The government is planning to utilise the huge resources at the disposal of India Post to provide cost-effective and innovative solutions to the citizens like financial services using digital connectivity, a source said.

"The Task Force is already in consultation with related ministries on how to best use these resources. Already there are plans to roll out hand-held devices and related software to post offices on a pan-India basis from October 2016," the source said.

The idea behind the exercise is to enable the postman in rural areas to provide a plethora of services like savings and insurance, normal postal operations and also value added services like accepting payments of various services as well as registration of data, the source added.

Prime Minister Narendra Modi has set up a Task Force to leverage the postal network in India to enhance the role of India Posts in financial inclusion, among other services and is expected to submit its report by year-end.

The Task Force includes the Department of Posts Secretary Kavery Banerjee, Telecom Secretary Rakesh Garg, Department of Electronics and IT Secretary R S Sharma, Rural Development Secretary L C Goyal and former SEBI Chairman G N Bajpai.

Former Cabinet Secretary TSR Subramanian is the Chairman of the Task Force.

Communications and IT Minister Ravi Shankar Prasad has on various occasions said India Post with its unparallelled rural reach is best suited to offer delivery services to e-commerce players.

Already, the West Bengal circle of the postal department has approached various industrial bodies with a plan to create an online marketplace for the local traders.

GROUP IV  தேர்வில் வெற்றி பெற்று REGISTRAR  அலுவலகத்தில் 

பணி புரிய நியமன ஆணை கிடைக்கப் பெற்றார்.எனவே நம் 

இலாகாவில் இருந்து விடுவிக்கக் கோரி (RESIGNATION )  

விண்ணப்பித்து விடுதல் பெற்று  REGISTRAR  அலுவலகத்தில் 

பணியில் சேர்ந்தார். ஆனால் பணியில் சேர்ந்த நாள் முதல்

இந்தப் பிரச்சினை  நம் மாநிலச் செயலர் மூலம் PMG, CCR  மற்றும் DPS , CCR  ஆகிய இருவரிடமும்  கொண்டு சென்று விவாதிக்கப் பட்டது. முதலில் அந்தத் தோழியரின் மனுவை ஏற்க மண்டல அதிகாரிகள் மறுத்தாலும் , லஞ்சம் , ஊழல் இவற்றிற்கு எதிரான  மனநிலையில் ஒரு இளைய தோழியர்  மீண்டும் நம் இலாகா சேவையை விரும்பி வருவதை இலாக்கா நிர்வாகம் ஊக்கப் படுத்த வேண்டும் என்றும் , அந்தத் தோழியர் விரும்பினால் அவரது பணி  நாளில் அந்தத் துறையில் எவ்வளவோ பொருள் ஈட்டிட முடியும் என்றும் , ஆனால் அது தவறு என்று  வெறுத்து  நமது அஞ்சல் துறை மீது முழு நம்பிக்கை வைத்து திரும்ப வரும் ஒரு ஊழியரை ஏற்றுக் கொள்ள வேண்டும் என்றும் , இதற்கு இலாக்கா விதியும் உறுதுணையாக உள்ளது என்றும் நாம் வேண்டினோம். 

ஊழலற்ற, நேர்மையான வகையில்  சென்னை பெருநகர மண்டல நிர்வாகத்தினை நடத்திடும் இந்த இரண்டு அதிகாரிகளையும்   அந்தத் தோழியரின் நேர்மை கவர்ந்தது. எனவே உடன் அந்தத் தோழியரின் கோரிக்கை ஏற்கப்பட்டு  மீண்டும் அவரை   இலாகா பணியில் அமர்த்திட பாண்டி கோட்ட முது நிலைக் கண்காணிப்பாளருக்கு  உரிய  உத்திரவும் வழங்கப்பட்டது. அநேகமாக இந்த வகையில் ஒரு ஊழியர்  பணியில் மீண்டும் சேருவது இதுவே முதல் முறையாகும் .  

அந்த பெண்  ஊழியரின் நேர்மையான எண்ணத்தைப்  பாராட்டி, RESIGNATION செய்து மூன்று மாதங்களுக்குப் பிறகும்  மீண்டும் நம் இலாக்காவில் சேர்ந்திட அவருக்கு வாய்ப்பு வழங்கிய  நம்முடைய மண்டல அதிகாரிகளுக்கு  நம் மாநிலச் சங்கத்தின் நெஞ்சார்ந்த நன்றியை தெரிவித்துக் கொள்கிறோம்.உத்திரவின் நகலை கீழே பார்க்கலாம் .

Krishnan, Ex-Secretary General of NFPE was also present in the meeting. PJCA reviewed the progress in settlement of 39 points charter of demands submitted to Secretary, Department of Posts on 28.08.2014. PJCA came to the unanimous conclusion that not even a single issue is settled by the Government and Department. Employees are suffering but authorities are turning a deaf year towards their genuine demands. Rome is burning but Neros are fiddling.

None of our demand is unjustified. Five lakhs Postal and RMS employees including Gramin Dak Sewaks and Casual, Part-time, contingent employees cannot remain as mute spectators. There is a limit for our patience. Government and Postal Board are treating our patience as our weakness.

Taking into consideration all the above aspects, the PJCA unanimously took the following decision.

1.      Entire five lakhs employees of the Department of Posts will go on indefinite strike from the third week of February 2015, if the demands are not settled before 31.12.2014.

2.      The date of the indefinite strike will be declared in the 4^th December 2014 Parliament March.

3.      Every effort should be made by all All India/Circle/Divisional Unions to ensure maximum participation of employees in the Parliament March. Minimum 20000 employees should participate in the March. All should bring flags and banners.

4.      Laaders of INTUC, CITU, AITUC & JCM National Council staff side will be invited to address the Parliament March.

5.      Next PJCA meeting will be held on 03.12.2014 at 5 PM to decide the date of indefinite strike.

Let us march ahead with Determination and courage. This is time to show your sincerity towards the cause of five lakhs employees of the Department of Posts. Let us make the parliament March a Historic success. Let us unite together and make the indefinite strike a Thundering success. Let the Government and Postal Board understand that we are not Dumb-Driven cattle. We are workers and not beggars.
