Central Government employees and Dearness Relief to Pensioners due from 1.1.2016

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an 

additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness

 Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the 

existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.

This will benefit about 50 lakh Government employees and 58 lakh pensioners.

The increase is in accordance with the accepted formula, which is based on the recommendations of 

the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both 

Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 

crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to

CHARTER OF DEMANDS

1.     Request to stop the ‘Torture’ unleashed against the employees including GDS in the name of targets.

2.     Request to take Disciplinary action against the ground level officers, who are pressing the employees to open Rs.10/- denomination RD accounts in Large on a Single Depositor in order to attain fake target,  violating the Ministry of Finance orders, thereby cheating the Department/Fin. Ministry. The information of such accounts/Divisions/ offices can very well be obtained from CPC.

3.     Request to raise the Bandwidth at all ‘C’ and ‘B’ Class offices immediately, as per the orders of the Department.

4.     Request to take action against the ‘Infosys’ for the continued ‘slowness’ in Finacle’,  instead of fixing responsibility on the ground level officials on public complaints.

5.     Request to  take action against ‘Infosys’ for the continued ‘Slowness’ in ‘Mc Camish’ for the past one month, since nothing can be moved in the RPLI/PLI drive period, resulting in huge loss to the Dept.

6.     Request to implement the order of the Dte. on “business hours’ at all offices immediately.

7.     Request to stop redeployment of any Postman post, without applying scientific assessment of the work load like congested area and multistoried buildings etc. Request not to combine the beats, affecting the Delivery performance in the changed scenario.

8.     Request to provide substitutes in Postman and MTS clear vacant posts/leave vacancies without imposing any restrictions.

9.     Request to take immediate action on the memorandum submitted by RMS employees unions of Central Region.  Request to initiate discussions with the staff unions and settle the issues. Don’t victimize the employees, who are on struggle for settlement of their genuine demands.

10.   Request to assess all the vacancies as per the Directorate orders and take immediate action to fill up all the vacant posts. Request to form assessment committee immediately and include the staff side representatives in the Committee to avoid any irregular assessment of vacancies, as was done by the authorities for the past several years.

11.   Request to consult the representatives of the staff unions before making any changes in RMS operations/Units.

12.   Request to grant financial assistance from Welfare fund to the applied and affected GDS during the December 2015 flood, without any further delay. Request to grant flood advance to the RMS units in Chengalpattu/Cuddalore and in Tirunelveli/Kanniyakumari Divisions in Postal without any further delay..

Non-enforcement of recovery of demand against the assessee where tax has been deducted but not deposited by the deductor

The Central Board of Direct Taxes (CBDT) had issued directions to the field offices that taxpayers whose tax has been deducted at source but not deposited to the Government’s account by the deductor, will not be asked to pay the demand to the extent tax has been deducted from his income. A letter to this effect was issued on 01.06.2015. Through this letter an embargo had been put on the direct demand against the assessees in cases where the tax demand is on account of tax-credit mismatch due to non-payment of TDS to the Government account by the deductor. 

Instances have come to the notice of the Board that these directions are not being strictly followed in the field offices. An Office Memorandum(OM) has therefore been issued yesterday reiterating the contents of the letter. It has been re-emphasized that the assessing officers shall not enforce demands created on account of mismatch of credit due to non-payment of TDS amount to the credit of the Government by the deductor. 

The Office Memorandum dated 11.03.2016 is available on the website of the Department www.incometaxindia.gov.in.

Procedure for issuing the Duplicate certificates of SO's in HO in DOP Finalce

• Generally Duplicate certificates of HO will be issued by the HO postmaster in the Postmaster login using the menu HDUDRP(Duplicate Deposit Receipt Print)
• If we want to issue the duplicate certificates of SO(Sub Office) in DOP finacle SO supervisor or postmaster can't issue, it should be done only HO Postmaster.
• Step by step procedure to issue the duplicate certificates if SO's is mentioned below.

Step by Step Procedure to issue Duplicate Certificates of SO's in DOP Finacle

1. The following are the steps to be followed at HO level.
2. First transfer the certificates from the SO(Sub Office) SOLID to HO( Head Office) SOLID using the menu HACXFSOL (Account SOL transfer menu) then finally submit. System will generate the instruction number note it down.
3. Verify the instruction number in the menu HACXFSOL.
4. In the next step take the duplicate certificates inventory using the menu HIMC (Inventory movement menu) from ZZ-EXT to DL-DL and then finally to DL-DL to EM-empid(Postmaster id) i.e., take the inventory from external source and give it to Postmaster login then finally submit.
5. System will generate the instruction number note it down and verify in the another Supervisor.
6. Then in the next step proceed for printing of Duplicate certificates in the Postmaster login using the menu HDUDRP.
7. Finally after successful printing transfer the certificates from HO SOL id to respective SO SOL ID using the menu HACXFSOL submit note down tran id and verify.

"மொட்டை" COMPLAINTகள் மீது நடவடிக்கை எடுக்க தேவையில்லை - CENTRAL VIGILANCE COMMISSION (CVC )

CENTRAL VIGILANCE COMMISSION எத்தனை முறை  அறிவுறுத்தினாலும்  நம்முடைய சென்னை பெருநகர மண்டலத்தில்  "மொட்டை" PETITION  களுக்கு அதிக  நேரம் ஒதுக்கி, அதற்கென்று  அதிகாரிகளை அனுப்பி STATEMENT  மேல்  STATEMENT பெற்று ஊழியர்களை " மன  உளைச்சலுக்கு " ஆளாக்குகிறார்கள். இதில் என்ன  அலாதி  இன்பமோ தெரியவில்லை.   

இது  தவறு  என்று  பலமுறை  நாம்  எடுத்துக் கூறியும்  இங்கே மட்டும் கீழ் மட்ட ஊழியர்கள் மீதான  'மொட்டை'  COMPLAINTகள் அதி  வேகமாக பரிசீலிக்கப் படுகின்றன. மொட்டை  புகார்களில் உண்மை  இல்லை என்றாலும், ஏதாவது செய்தே ஆக வேண்டும் என்று மத்திய சென்னை கோட்ட அதிகாரி  குதித்து எழுகிறார்.  உடனே RULE  16 போடுகிறார். இவரே பல 'மொட்டை'  COMPLAINT  களை  போடச் சொல்லி GROUP POLITICS  நடத்துவதாக ஊழியர்கள்  மாநிலச் சங்கத்திடம் புகார் தெரிவிக்கிறார்கள். 

ஆனால்  மேல்மட்ட அதிகாரிகள் சம்பந்தமான  எந்த 'மொட்டை '  PETITION கள்  மீதும் எந்தவித  நடவடிக்கையும் எடுக்கப்படுவதில்லை என்று  நிறைய  ஊழியர்கள் ஆதங்கப்படுகிறார்கள்.

சென்னை பெருநகர மண்டல நிர்வாகம் இதனை  கவனிக்குமா ?

There is no need to take action on anonymous or pseudonymous complaints of corruption against government employees, the Central Vigilance Commission (CVC) has said. 

In its directive to all ministries and public sector undertakings, the Commission said that such complaints only needed to be filed. 

The directive to all Ministries and Public Sector undertakings comes after CVC received references from departments and organisations seeking clarification on the action to be taken on anonymous or pseudonymous complaints, which were acted upon. 

"No action should be taken on anonymous or pseudonymous complaints in line with Commission's present instructions dated November 25, 2014 and such complaints should be filed," it said. 
The anti-corruption watchdog has been clarifying on the issue since 1999. In its guidelines issued yesterday, the CVC said the action pursued on anonymous or pseudonymous complaints prior to the issue of 1999 circular can be "pursued further to its logical end". 

Material or evidence gathered during the investigation or verification of anonymous complaints when the action was prohibited on such complaints, or when such enquiry was initiated without the approval of the CVC, can be utilised for further initiation of disciplinary proceedings on misconducts noticed in such verification or enquiry, it said. 

The Commission usually gets a number of complaints against a government employee when he or she is being considered for a senior level post or for some important assignment, a senior CVC official said. 

"The intention behind filing such a complaint is intended to delay the process of granting vigilance clearance to an employee. People have been asked to give verifiable details of corruption charges along with their details so that prompt action can be taken against guilty and to ensure that honest officers are not harassed," he said. 

The CVC gives vigilance clearance to senior government officials being considered for foreign postings, central deputation or other appointments. 

All Chief Vigilance Officers--who act as distant arm of the CVC--have been asked to follow these latest guidelines while processing anonymous and pseudonymous corruption complaints, the official said.

இன்னொரு முறை  2005 முதல் 2008 வரையான RESIDUAL  காலியிடங்கள் REASSESS  செய்திட இலாக்காவிடம் இருந்து உத்திரவு பெற முடியாது. நீங்கள் கண்காணிக்கவில்லை எனில் , இதுநாள்  வரை  அனுப்பிய REPORT  போல உங்கள் கோட்டத்தில் இருந்து  ASSESSMENT  சரியாக செய்திடாமல் மீண்டும்  குறைவான எண்ணிக்கையில்  காலியிடங்கள் அறிவிக்கப்படலாம். இனி  SHORTAGE  OF  STAFF  என்ற  குரல்  தமிழக அஞ்சல் வட்டத்தில்  இருக்கக்கூடாது என்ற நிலையை  உருவாக்க வேண்டுகிறோம்.
