DISTRIBUTION OF GROUP "C" POSTS AFTER CADRE RESTRUCTURING

கேடர் சீரமைப்புக்கு பிறகு ஒவ்வொரு மாநிலங்களுக்கும் பகிர்ந்தளிக்கப்பட்ட பதவிகள்  தமிழகத்தில் 11209 PA பதவிகள் இருந்தது .தற்சமயம் அது 7851 ஆக குறைக்கப்பட்டுள்ளது .(அதாவது 3358எழுத்தர் பதவிகளை இழந்திருக்கிறோம் என்பதை 3358 உயர் பதவிகளை பெற்றிருக்கிறோம் என பாருங்களேன் )  . 588LSG  பதவிகள் இன்று 2967 ஆகவும் 99 HSGII பதவிகள் 1126 ஆகவும் 147 HSGI பதவிகள் 238 ஆகவும் 26 (NFG )HSGI ஆகவும் மாற்றப்பட்டுள்ளன .தமிழகத்தில் மட்டும் 30 சத எழுத்தர் பதவிகள் உயர் பதவிக்கு மாற்றப்பட்டுள்ளன .உயர்பதவிகளில் தற்காலிகமாக பணியாற்றும் ஊழியர்களுக்கு அப்பதவிகளுக்குரிய உயர் ஊதியம் இனி வழங்கப்படும்

More than 2 dozen companies want collaboration with India Post Payments Bank-Manoj Sinha 
Government has said that there are many companies who have approached the Department of Posts for collaboration with India Post Payments Bank. Replying to a question in the Rajya Sabha, the Minister of Communications Shri Manoj Sinha said that while the Department is in various stages of discussions with them, decision on formal partnerships will be taken after carefully evaluating the entire value proposition that they propose for the common man. The India Post Payments Bank had launched its two branches in Raipur (Chhattisgarh) and Ranchi (Jharkhand) on 30/01/2017 with basic products and banking services in partnership with Punjab National Bank.

கண்ணீர் அஞ்சலி!!

தோழர் வைத்தீஸ்வரன் அவர்களது புதல்வன் சென்னையில் நடந்த சாலை விபத்தில் அகால மரணம் அடைந்தார். அவரது இறுதிச்சடங்குகள் புத்தேரி கவிமணி நகரிலுள்ள அவரது இல்லத்தில் வைத்து 28-03-2017 செவ்வாய்க்  கிழமை காலை 10.00 மணியளவில் நடைபெறும் என்பதை ஆழ்ந்த வருத்தத்துடன் தெரிவித்துக்கொள்கிறோம். மகனைப்பிரிந்து வாடும் தோழர் வைத்தீஸ்வரன் மற்றும் அவரது குடும்பத்தினர்கள் அனைவருக்கும் குமரிக் கோட்ட அஞ்சல் மூன்று மற்றும் GDS சங்கங்களின் ஆழ்ந்த இரங்கலைத் தெரிவித்துக்கொள்கிறோம்.

Committee on Allowances of 7th CPC : 3rd Reply in Parliament on 24.3.2017

In Lok Sabha on 24th March 2017, the Minister of State for Finance Shri Arjun Ram Meghwal explained in written form to various questions regarding the submission of report of Committee on Allowances.
Already two times (10th March and 22nd March) replied in the Parliament about this issue and the same type of answer given by the minister on 24th March also.

"The Committee on Allowances has been constituted vide order dated 22.07.2016. The Committee is to examine and make recommendations as to whether any changes in the recommendations of the 7th CPC relating to allowances are warranted and if so, in what form.
 
The Committee has received a large number of demands on allowances and even now receives demands in this regards. All the demands have been diligently examined. The Committee has already held 13 meetings so far and interacted with the representatives of Central Nodal Ministries, National Council (Staff Side), Joint Consultative Machinery (JCM) and officers and representatives of employee associations of Ministry of Health and Family welfare, Home Affairs, Railways, Defence and Department of Posts.

The Committee has taken more time than was initially prescribed in view of the large number of demands received. The Committee is now in the process of finalizing its Report.
Decisions on implementing the Report will be taken after the Report is submitted by the Committee."

7th Pay Commission: Can Narendra Modi government gift you higher allowances from April?


All hope may not be lost for Central government employees who were expecting the government to make an announcement on higher allowances under the Seventh Pay Commission after the election season.

According to some media reports, the Committee on Allowances headed by Finance Secretary Ashok Lavasa may submit its report before the end of this month, giving a glimmer of hope to employees who can expect to get revised allowances from April.

The Committee on Allowances missed its earlier February 22 deadline for submitting its review report on the recommendations by the Seventh Pay Commission on allowances.

        1. My service was started as Postal Assistant w.e.f, __________(Date of joining as regular PA) and I have passed the Postmaster Grade I first batch examination and serving as Postmaster Grade I w.e.f., __________ (Date of joining as PM Grade I) to till date in the pay scale Rs.5200-20200+Rs.2800 Grade pay.
        2. My PA batch mates’ viz., Shri. __________ – PA, __________(office name), Shri. _________- PA, _________ (Office Name)  etc., joined as PA during _____(year), have fixed in my pay scale Rs.520020200+Rs.2800 Grade pay during _______ (month &year) under MACP 1. Comparison table between ours is submitted for the kind information.

Though I am 5 years senior in that pay scale, both are fixed with same pay, constitutes bunching effect to me.
3. I am 5 years senior in that pay scale and I am having the pre-revised pay difference Rs.840 (Rs.13810-Rs.12970). Pay difference percentage is 6.47%. Even though my PA batch mates are 5 years junior than me in the pay scale Rs.5200-20200+Rs.2800 G.P and myself is having more than 6% pay difference both are fixed with the same basic pay Rs.37000 (level 5 index 9)
        4. So vide above mentioned reference department of expenditure OM order of Para 1, it was mentioned that where in revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised pay band and Grade pay or scale as the case may be, get fixed at same cell in the applicable Level in the new Pay matrix one additional increment shall be given for every two stages of bunched.
        5. As per the above para 1 clarification myself and my junior were at two stages in pre-revised pay scale and get fixed at same cell now (level 5 index 9)
        6. More over vide above mentioned reference department of expenditure OM order of Para 2, it was mentioned that pay drawn by two government servants in a given Pay Band and Grade Pay or scale where the higher pay is at least 3% more than lower pay shall constitute two stages.
        7. As per the above para 2 clarification myself was getting more than 6.47% pay than my junior in pre-revised pay and for every 3% pay difference it has to be given with one bunching effect.  So I may kindly be given with two stages of bunching effect to my revised pay.
        8. In no way, my five years’ service in the higher pay scale, can be nullified by treating myself at par with the pay scale of my 5 years junior.
        9. In no way, passing the PM cadre LDC exam with merit can be set aside by treating myself at par with the MACP 1 PA.
        10. Above all, D.o.E., OM also allowing myself to get the bunching effect since myself and my 5 years juniors are now getting the same pay though we had 6.47% pay difference in the pre-revised pay.
        11. So I request you to kindly pass the orders to constitute two bunching effects to my basic pay in the level of 5 pay matrix and I may kindly be fixed with Rs.39200 (Level 5, Index 11) with arrears please.

G.S.R. 251(E).—In exercise of the powers conferred by the proviso to article 309 read with clause(5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:- 
 
    1.    (1) These rules may be called the Central Civil Services (Leave) Amendment        Rules, 2017.
         (2) They shall come into force on the date of their publication in the Official Gazette. 
 
   2.     In the Central Civil Services (Leave) Rules, 1972, for rule 48, the following rule   shall be substituted, namely:- 
 
"48, Special Leave connected to inquiry of sexual harassment -Leave upto a period of 90 days may begranted to an aggrieved female Government Servant on the recommendation of the Internal Committee or theLocal Committee, as the case may be, during the pendency of inquiry under the Sexual Harassment ofWomen at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and the leave granted to theaggrieved female Government Servant under this rule shall not be debited against the leave account".

கேடெர் சீரமைப்பில் ஏற்படும் நடைமுறை சிக்கல்களை களைய மத்திய சங்கம் அஞ்சல் வாரியத்திற்கு கடிதம்

அன்பார்ந்த தோழர்களே !
      கேடெர் சீரமைப்பில் ஏற்படும் நடைமுறை சிக்கல்களை களைய கோட்டமட்டங்களில் எழுந்த தீர்மானங்களின் அடிப்படையில் நமது மத்திய சங்கம் முடிவுகளை எடுத்திருப்பது நமக்கு ஆறுதலை தருகிறது .மத்திய சங்கம் சார்பாக அஞ்சல் வாரியத்திற்கு கொடுக்கப்பட்ட கடிதத்தின் முக்கிய சரத்துகள் 

(i)        To avoid mass scale transfer the LSG and HSG-II should be made as divisional cadre.
(ii)      All the senior officials having services to acquire HSG II and HSG-I promotion shall be given notional promotion without joining the promoted post so that it will minimize the mass scale transfer. The relaxation of Recruitment Rules shall be obtained from nodal ministry in this regard.
(iii)    There is no uniformity in identification of upgraded posts in Circles. They act choosing as per their desires. This should not be and uniform instructions should be given.
(iv)     The post of treasurers need not be upgraded in to LSG. If it so, the tenure shall be four years at par with other LSG and also the treasury allowance shall be drawn to the officials deployed in LSG Cadre.
(v)       As per the agreement, all the HSG-I officials having two years of service shall be identified as NF HSG-I higher post. This has not been carried out. There should be no identification of NF HSG-I post after HSG-I promotion and it shall be based on the individuals without any transfer liability.
(vi)     PO & RMS Accountants and some posts of System Administrators shall be identified as LSG Posts.
(vii)   In the clarifications issued by the Directorate, it was mentioned as HSG-I I.P. Line is in existence. It was changed in the revised Recruitment Rules for HSG-I. (General Line).
(viii) When the 1+4 officials are upgraded to HSG-II, there is injustice to keep Grade-I Postmaster equivalent to LSG. Those post shall be upgraded to Grade-II, Grade-II to Grade-III and Grade-III to NF Grade-III.
(ix)     The minimum service condition of 6 years and 5 years for HSG-II & HSG-I shall be amended as if before to the extent of 3 years. This will facilitate in filling up the post without any delay in future.
(x)       Clear cut orders must be issued for drawal of officiating higher pay to the officials working in LSG, HSG-II & HSG-I posts on short and long term adhoc/officiating arrnagements.
(xi)     While identifying the posts, the bigger offices shall be taken due care of to avoid more transfers from the units.
(xii)   The applications of bench mark ‘Very Good’ shall not be applied up to HSG-I since the promotions are selection cum seniority and not by pure selection.
The above are few decision taken to insist the department at the time of implementation of the cadre review to avoid mass scale transfer and inconvenience. Further if any official declines promotion, that shall be accepted without insisting to join the promoted posts. We will a detailed letter to the Directorate seeking on interview to discuss exclusively on this issue to arrive solution to this issue and requested to defer the implementation till it is agreed upon.

Theagarajan, Secretary General, FNPO met Shri B. V. Sudhakar Secretary, Department of Posts and submitted a detailed letter explaining the issues arising out of implementation of Cadre Restructuring proposals of Postal Group ‘C’ with the suggestions of the staff side to mitigate the grievances of the staff and held discussion with him. 

The Staff side requested the Secretary, Department of Posts to keep the implementation of Cadre Restructuring proposal in abeyance till the issues raised by the staff side are sorted out amicably. Secretary (Posts) assured positive consideration. 

As Secretary (Posts) was busy today, detailed discussions will be held later.

2% DA APPROVED BY CABINET


NEW DELHI: The Centre on Wednesday increased dearness allowance and dearness relief to 4 per cent from the existing 2 per cent from January 1, 2017, benefiting 48.85 employees and 55.51 lakh pensioners.
"The Union Cabinet chaired by Prime Minister Narendra Modi has approved release of an additional instalment of dearness allowance to central government employees and dearness relief to pensioner with effect from January 1, 2017," an official statement said.
